I also wonder at the the possible implicit message behind providing this grant at this relatively unstable time in Pakistan's history. Western analysts and media continue to pontificate on "securing Pakistan's nukes" and its viability as a nation state. Does this send out a message that worse comes to worse, the nukes will indeed become the "Islamic" or rather "Saudi Bomb", and that Saudi Arabia will use whatever influence it has to prevent any such eventuality?

Pakistan has been Saudi Arabia's counter in a way to Iranian hegemony, and undermining Pakistan effects that balance - whether by the West/India, or the extreme Wahabi/Taliban/AQ nexus. I think it will seek to prevent both.

Pakistan I believe, has asked certain countries including Saudi Arabia to provide NOC's before travel to Pakistan, and Saudi Arabia has agreed (it is in their interest as well, since people traveling for terrorist training and returning have an impact on Saudi Arabia's security as well).
