Bangladesh and China are set to sign a memorandum of understanding (MoU) to build a 1,320 megawatts (mw) coal-fired power plant in Chittagong under a joint venture, a top official said Sunday.

Chairman of the state-owned Bangladesh Power Development Board (BPDB) is now visiting China to ink a deal to move forward for the implementation of planned joint venture coal-fired power plant project, said the official.

He said the power plant under joint venture will be built by the BPDB and China Hudian Hong Kong Company.

Top officials of the Chinese firm have already met with the power ministry and BPDB officials to build the joint venture firm to implement the power plant project.

Both the firms will decide on share of stakes of respective firms, timeframe and costs to implement the power plant under the joint venture.

A feasibility study will be conducted following signing of the MoU.

The power plant will run initially on imported coal. It will consume local coal to generate electricity in future subject to its availability, the official added.

The power plant will be built under a government plan to generate around 50 per cent of the overall electricity output from coal by 2030.

The government has prepared a road map to generate around 20,000 mw of electricity from coal-based power plants by 2030.

Of the targeted electricity, 11,250 mw would be generated from local coal, while the remaining 8,750 mw would be generated using imported coal,

If signed, it would be the country's second MoU with foreign countries to build coal-fired power plants jointly.

BPDB earlier signed MoU with Indian National Thermal Power Company (NTPC) in September 2010 to build another 1,320MW power plant in Khulna, near Mongla Port.

Although one year has already been passed there is no headway in implementation of the proposed joint venture power plant between the BPDB and NTPC.

The higher rate of electricity tariff as proposed by the NTPC is delaying implementation of the power plant, a power ministry official said.

The NTPC has proposed that the tariff for per unit (1 kWh) electricity would be Tk 14, nearly five times higher than the tariff of local coal-fired power plant.

BPDB has been producing per unit of coal-fired electricity at less than Tk 3 per unit from the country's lone Barapukuria coal-fired power plant.

The NTPC has proposed that the tariff for per unit (1 kWh) electricity would be Tk 14, nearly five times higher than the tariff of local coal-fired power plant.

If that is the case, govt should totally scrap the deal with NTPC. NTPC even wanted to build Chittagong power plant as well. We are not a milking cow.
Chinese ways are the best ways to go and the tariff should not be more than 4 Tk./unit for any coal fired plant.

I think everybody failed to notice the deal with NTPC neither government disclosed that to public. That means we are off from any deal with Indian regarding electricity. Import from India also a distance dream now

Bangladesh already signed 2000 MW of nuclear power plant with Russia. We have coal reserve for the next 50 years of demand. But cant extract due to internal politics and local compensation demand. Coal is a cheaper alternative other than nuclear. Nuclear plants takes almost 7-8 years to commission.

The news also contain the information about the offer Indian NTPC made to Bangladesh. One kWH of power at 14 Taka? India really is our great friend and they are always willing to sell goods to us at friendship price. This NTPC rate has opened my eyes about Indian intention. No way we can love this country of Baniyas.

Bangladesh has already made a build and operate treaty with Russian suppliers for two units of atomic reactors, each of which will have an installed capacity of 1000 mW. However, Bangladesh has quite a quantity of coal, at the tune of 2,500 million tonnes in our NW. We should also use these reserves to run coal-fired power plants in the NW.

But, India wanted to sell their high sulpher, high ash and low quality/calory coal to use in the inefficient plants that Indians wanted to build in BD. This is how, the unit cost offered by that Indian company called NTPC or what was @14 Taka/kWh, very high. Indians are ridiculous.
