    ‘The discussion was contentious between the Philippines and Cambodia over the subject of Scarborough Shoal.’

    AS of late afternoon yesterday, the foreign ministers of the Association of Southeast Asian Nations, who were meeting in Pnom Penh, Cambodia, had not released the joint communiqué which usually concludes the meeting.

    Reporters covering the 45th Asean FMM said the discussion Monday was contentious between the Philippines and the chair, Cambodia over the subject of Scarborough Shoal.

    The Philippines, represented by Foreign Secretary Albert del Rosario, introduced the following paragraph in the draft communiqué. The capitalized phrases were taken out by Cambodia, apparently in consideration of China, but the Philippines insisted on its restoration: “In this context, we discussed in depth the recent developments in the South China Sea INCLUDING THE SITUATION IN THE SCARBOROUGH SHOAL, and expressed serious concern over such development in the area PARTICULARLY THOSE CONTRARY TO THE PROVISIONS OF THE 1982 UNCLOS RELATED TO THE EXCLUSIVE ECONOMIC ZONE AND CONTINENTAL SHELVES OF COASTAL STATES. In this connection we called on all parties to respect THE EXCLUSIVE ECONOMIC ZONE AND CONTINENTAL SHELVES OF COASTAL STATES as well as the freedom of navigation in and overflight over the South China Sea as provided for by the universally recognized principles of international law, including the 1982 UNCLOS. “

    Information from participating officials said Singapore and Indonesia tried to reformulate the paragraph but there was no agreement by the Philippines and Cambodia, which is known to be very close with China.

    This development should tell the Philippines to be ready for a lonely fight if we decide to pursue the case on the conflict with China on Scarborough Shoal and South China Sea in the international arena.

    It is a fight that we should pursue to uphold our territorial integrity but we should not expect any support from our neighbors in Asean, even those with their own conflicting claims with China in the South China Sea.Asean is composed of Brunei Darussalam, Cambodia, Indonesia, Laos , Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam.

    Brunei, Malaysia, Philippines and Vietnam are involved in conflicting territorial claims over parts of South China Sea, which China is claiming wholly as part of its territory. Taiwan also claims ownership of SCS.

    The stand of Asean, which operates by consensus, on the dispute between the Philippines and China, is not at all surprising.

    It’s all about national interest.

    These countries enjoy a robust trade with China (which the Philippines does). They won’t jeopardize the interest of their people by siding with the Philippines regardless of the merits of our arguments against China’s intrusion to our territory.

    Not even the United States, which has promised to help the us improve the capability of our armed forces, won’t join us in a war with China. There is so much going between the United States and China economically.

    The comment of an unnamed US Embassy official published in Jane’s Defence Weekly on the announcement of President Aquino recently that he would ask the United States to conduct overflights over South China Sea, should tell Philippine officials to tone down their expectation of American assistance in a conflict with China.

    However, the US official said, “US forces do not lend out our aircraft nor comment where or when or why they fly when over international airspace.”

    We still have to confirm this but a reliable source said the Americans advised Philippine officials not to send back government vessels to Scarborough Shoal which was the scene of a more-than-two month standoff with China.

    Aquino had met his cabinet on China but, unlike before when Malacañang was issuing statements that irked China, he ordered complete secrecy.

    Whatever the government decides on how to proceed with China, Aquino should be aware of the realities in foreign relations and should have a plan, short and long term, for the consequences of his decision.
    I always thought that Combodia has a close relationship with Vietnam,but true is that it is much closer to China.

    I keep saying "the tail does not wag the dog." Georgia ignored that fundamental rule and so did Aquino.

    Ouch. The U.S. put Aquino in his place. There goes the Filipino fantasy of the U.S. conducting surveillance flights for them.

    Lt. Gen. Tea Banh, Co-minister of defence born in Koh Kong province, Tea Banh joined the communist underground as company commander in the so-called militia unit of Koh Kong province. He was stationed in Koh Kong and along the Cambodian-Thai border until sometimes before the Vietnamese invasion in Cambodia in 1979. He was trained in Hanoi, and is very fluent in Vietnamese. He is also fluent in Thai and still maintains a huge house in Bangna, Bangkok. Most of his relatives have their second houses in Thailand and also hold Thai identification cards. He was a strong connection with Say Phou Thang, the most senior and powerful figure within the CPP. Say Phou Thang is widely believed to directly report and receives orders from the Vietnamese communist party. Tea Banh who speaks Khmer very bad, was interviewed with Radio Free Asia early 2002.

    Where did the Philippines go wrong?

    1. Filipinos do not understand history. The United States will go to great lengths to avoid a real war with China. The previous experiences against China in the Korean War and the U.S.-Vietnam War were more than enough.

    2. The U.S. understands you can get away with irritating Beijing up to a point. When you cross the line and start detaining Chinese fishermen, a real war is brewing around the corner.

    3. The U.S. has a healthy respect for China's manufacturing power. If you read U.S. news articles, they refer to China manufacturing submarines "like sausages off an assembly line." The U.S. understands modern and strong China could mass produce a really scary military war machine if it really wanted to.

    4. The Philippines and Vietnam have incurred the ire of the CCP. Previously, China did not patrol with warships in the South China Sea. After the Viet and Filipino provocations (of using warplanes and a World War II coast guard cutter) to harass Chinese fishermen, China now conducts regular combat patrols.

    In summary, the Filipinos and Viets have been escalating the pressure on China. This leaves Beijing with less negotiating room. Now, China is asserting its sovereignty and its big guns are out there patrolling the South China Sea. I would say the Filipino and Viet strategy has backfired.

    You're not making any sense. Taiwan is unrelated to the South China Sea issue.

    China has combat patrols in the South China Sea, not the Taiwan Strait. I hope you know the difference.

    Cambodian PM Hun Sen said the South China Sea code was a key goal of the meeting.

    Millions of Chinese Soldiers were Slaughtered while USA was fighting the War 12 Hours away from It's shores and despite Soviet backing was able to repel the Invasion.

    Same in Vietnam. US could Sustain Fighting for Years so far away while Keeping It's Public Patriot. US Geo-Plotters do not have the Historical Certificate backing wherever US Strategic Interests are hit, US would never Shy going in a War in whichever part of the world. US believes in Fighting Wars in Enemy's Backyard. Philippines is the second Line of Defense of US after Taiwan for China's entry into the Pacific.

    The latest incident allegedly occurred in international waters only 75 miles south of a budding naval base near Yulin on Hainan Island from where China has started operating new nuclear attack and ballistic missile submarines. The U.S. Navy on its part is busy collecting data on the submarines and seafloor to improve its ability to detect the submarines in peacetime and more efficiently hunt them in case of war.

    Chinese War Machine can be taken out by US even without steeping a Foot on Chinese Soil. That is the US War Machine.

    Unkil is taking advantage of the distress in Hanoi and Manila and has more chances of cutting Chinese Tentacles in the East Sea itself!
