The North Korean ruling elites seem to be serious on economic reform this time around as many signs indicate such intentions. Because the sanctions by the west and its cohorts I hope those that are not aligned with them would trade with NK so that, inadvertently, the people will benefited eventually. I sincerely wish Vietnam can help her out.

Vietnam donates rice to N. Korea: State media

    AFP
    Monday, Aug 06, 2012

HANOI - Communist Vietnam will give 5,000 tons of rice to flood-hit North Korea, official media reported Monday during a visit by Pyongyang's ceremonial head of state.

The pledge came as North Korea's Kim Yong-Nam met senior Vietnamese officials on a two-day trip aimed at strengthening diplomatic ties and expanding economic cooperation, state-run Voice of Vietnam radio reported.

Floods in North Korea have killed 169 people, left 400 others missing and washed away, and inundated tens of thousands of hectares of cropland since late June, the country's official news agency reported on Saturday.

The disaster represents a challenge for the country's new leader Kim Jong-Un, leading a nation that has grappled with severe food shortages since a famine in the 1990s killed hundreds of thousands.

UN agencies estimated previously that three million people in North Korea would need food aid this year even before the latest floods.

Kim Yong-Nam, North Korea's parliamentary chief, acts as ceremonial head of state because late leader Kim Il-Sung has been declared the "eternal president".

Maybe selling rice to North Korea may be the first business contract Vietnam can offer.

Foreign relations of North Korea - Wikipedia, the free encyclopedia

    Vietnam

Students from North Vietnam began going to North Korea to study as early as the 1960s, even before the formal establishment of Korean-language education in their country. The former Vietnamese ambassador to South Korea is a graduate of North Korea's Kim Il-sung University. The son of a former staff member in the Vietnamese embassy in Pyongyang, who also attended Kim Il-sung University between 1998 and 2002, gave an interview in 2004 with South Korean newspaper The Chosun Ilbo about the experiences he had while living there.

Both North and South Korea lent material and manpower support to their respective ideological allies during the Vietnam War, though the number of South Korean troops on the ground was larger. As a result of a decision of the Korean Workers' Party in October 1966, in early 1967 North Korea sent a fighter squadron to North Vietnam to back up the North Vietnamese 921st and 923rd fighter squadrons defending Hanoi. They stayed through 1968; 200 pilots were reported to have served. In addition, at least two anti-aircraft artillery regiments were sent as well. North Korea also sent weapons, ammunition and two million sets of uniforms to their comrades in North Vietnam. Kim Il-sung is reported to have told his pilots to "fight in the war as if the Vietnamese sky were their own".

Viet Nam also prove to China's that is not even Communist Countries are friends, Non-Communist Countries are also very good relationship with its too. China ain't going to takes futures heats coming for itself, especially China is the one who asked for troubles and now its on it ways. Be patient!

Well, we bought them from the years 199x, and if started training in 2000, now our navy also has 12 years experience with mini submarines. It will help Vietnam navy is easier for approach with Kilos in the future...
