why would they, vietnam has no chance of launching any kind of a successful invasion(hell asean as a whole could not mount an invasion of china that would last longer than an hour and that with the surprise factor), the focus for the army is near north korea where all hell could break lose with china-us-sk-russia-japan all involved on the Korean peninsula,

the navy though has a much tougher job having to covering many more areas and that too without the overwhelming numbers and tech since your facing opponents like japan, us pacific fleet, russian pacific fleet all up and down the coast
