Mumbai: New strategies being used by terror bosses across the border have Maharashtra anti-terrorism squad (ATS) and Mumbai police worried, because tracking local suspects is becoming harder.

One of the new modus operandi appears to be using people who have never before travelled to Pakistan or the Middle East. The latest arrests — Abdul Latif Rashid, 29, and Riyaz Ali Imtiaz, 23 — were allegedly told that they would be taken to Pakistan after they committed acts of terror in Mumbai.

Another strategy appears to involve enlisting people already employed at targeted locations, so that getting past security becomes easier. While Latif worked in the vicinity of Mangaldas Market in Kalbadevi, one of the alleged targets, Riyaz worked at Thakkar Mall in Borivli, another target. The duo had also allegedly wanted to access ONGC headquarters at Bandra (East) with the help of a class IV worker employed there. Latif and his brother-in-law Riyaz were arrested by ATS on March 13 for conspiring to set fire at locations across the city. ‘‘Latif was working near Mangaldas Market and Riyaz was working at Thakkar Mall. The duo had also wanted to take the help of an ONGC employee to enter the firm’s premises. The handlers are now focusing on people who have easy access to targeted locations,’’ said an officer.

Not long ago, any terror probe would start with cops swooping down on people with a history of travelling to Pakistan or the Middle East, especially, Dubai. Now, things are not so easy. ‘‘The handlers are looking at youths who have not travelled to any country and don’t have a police record. Our job is getting more difficult,’’ said the officer.

Sources in the security establishment said that the police are struggling to contact the grassroots of terror modules. ‘‘In this case, the men arrested did not have any prior criminal record. The other six who were offered training in Pakistan also did not have a record,’’ said the officer.

Officers are banking on help from youths who decline terror jobs and offers to travel to Pakistan. In the present case, two such youths have already given statements to the police. ‘‘We were lucky that one of these boys approached a police contact and alerted us about the plan,’’ said an officer.

The police also cannot afford to alienate an entire community by detaining people at will. (Really ) An officer said, ‘‘We don’t know whom to put under surveillance. We cannot just summon hundreds of people for questioning. We have decided that we will convince youths not to take up extremism, but to help us. It is most important that the police reach such youths beforehand and ask them to be moderate.’’

An officer involved in the investigation said, ‘‘The handlers had sent money to make passports and lured Latif by saying he would be paid Rs 5 lakh for five youths. They had also spoken about the route the youths would take to Pakistan. They would fly to Dubai and then to Pakistan.’’

This is the pertinent point to note. IF there is justice being served and the system takes the community in confidence without prejudice it will work otherwise it won't.

The J&K police is a prime example where the locals work along with the police to identify militants before hand and target them as soon as they are noticed by the locals.

At the same time, a powerful boost to police reforms is needed and any prejudiced or communal minded police officers particularly at higher levels should be screened and only those with impeccable records be kept.

And why would anyone who never travlled to any Muslim country, would agree to leave his family back in India and go to Pakistan???



Seems the logical points are missing in this propaganda and seems Indian Muslims would continue to be looked upon with suspicion

Few individuals significantly alter the course of history. Fewer still modify the map of the world. Hardly anyone can be credited with creating a nation-state. Mohammad Ali Jinnah did all three- Stanley Wolpert.

^^^India has the third largest Muslim population (approx 170M) in the world and around 15% of the total world Muslim population. its only a few million behind Pakistan-the second highest; and between 1972-2001 India had the second highest Muslim population.

Highlighted point Jana, is not a generalization. It is only FEW who beleive and practice this naive mentality. On the contrary, a muslim on the street, say in New Delhi, look NO DIFFERENT from a HINDU or CHRISTIAN.
My point was that a national paper of TOI fame must not fall victim to this propanganda stuff. They must have a balanced approach and projection of thier views.

1. because they are brainwashed radical people that's why they will go for terrorist training in pak.

2. They leave their family in India as they know that their families are 100% safe in India. If u don't believe then see the example of Mohhamad Afzal convicted for attack on Indian parliament.

BTW, whole wold knows that no terrorist of any part of world goes for training or mission with whole family.

It is no picnic or Christmas vacations.


Also, EjazR sir is a Indian Muslim and given the answer of ur second propaganda.

The journalists often tend to overlook basic facts more so when reporting terrorism incidents across the country.

The fact is brainwashed youths are in every community. Not long ago, police have shockingly uncovered a truth of even Hindu youths being employed by terror organizations in Kashmir. Same goes for restless sikh youths being subjected to systematic brainwashing by vested interests.

Truth is, after every terror incidents, the police are under tremendous political pressure and often grope in darkness in their quest to hunt down the culprits.

Please note, after recent pune blasts. The police were (and in fact are) totally clueless about who did this. So, they started raiding every suspect they can think of. They not only raided muslim organizations offices, residences, but also raided hindu organizations' offices and residences.

During a raid on a shiv sena branch in pune, being headed by a muslim shiv sainik, the poor fellow got so upset that he had to be hospitalized.

This is the price every citizen will have to pay and everyone must agree that these are indeed difficult times.
