    There is a difference between poor regime and poor populace....India has poor populace but regime is rich..we can't even fully spend our own budget...and then it about capable and incapable country..India is a capable rich regime with poor populace....so it can very well be a superpower by 20th century standards but in 21st when a good amout of nations are both rich and capable by every standards...India has to have RICH POPULACE also.
