QRTs are of Mumbai police again a good idea as they are well trained and reasonably well equipped but local enough to be able to respond rapidly), Force One is a state wide ERT specializing in CT/HRT but can be used for any emergency situation. I am not going to complain that there are too many well trained and well equipped men to counter any future situations. It should not be the sole responsibility of the Federal govt (aka NSG) to handle such situations and until they arrive there is chaos and not offensive action taken by local units. After 26/11 assessments were made and the setting up of QRTs/Force One was the outcome along with NSG hubs across India but the two are mutually exclusive and one was the State's response the other was the Government's. Should such a situation as 26/11 happen (God forbid) there will now be no shortage of men rushing toward the action and this sizable pool of capable resources is no bad thing- emergencies are fluid and unpredictable and as such there cannot be set in stone rules and plans so everyone being as ready as possible for whatever may happen is what is needed. Look at US example- they have very well trained and equipped state and local SWAT/ERTs for each state and township yet there is also the FBI's HRT (made up of mostly ex US SOFs) deployed in Washington (can be regarded as the NSG CT task force deployed at IGI airport in Delhi ready to go anywhere) and FBI SWAT teams deployed at each field branch of FBI in each state (can be compared to NSG hubs, although there is not any actual difference in the SAG guys deployed in hubs and as part of the main task force in Delhi as opposed to the difference in HRT and SWAT of FBI where there is quite a difference in training/capability).
