Buying a decent smartphone is not cheap.

Low-cost Laptops or Tablets would probably be cheaper and just as effective.

Laptops is what I always proposed but like you stated cost is the main factor. If the govt took the lead and engaged in the development of a hardy smartphone it might help. The only this becomes a reality, quite frankly, if if China took part in such discussions. Their help could change the 3rd world forever.
