I think he does not realise that Pakistan has signed a contract where if it is not completed in 2014 Pakistan has to pay a penalty I have seen figures of $1 to 8 million dollars per day bandied around. Also the OP incorrectly states the cost is over 7 bill that is for TAPI. IP cost is nearer $1.5 billion for all and Pakistan is only responsible for half. A contract for $50 million has been signed by Pakistan with a German company which is already doing surveys etc
