Elimination of political terrorism and weapons, and a neutral police system which will not be influenced by politics would work.
In order to avoid any flames on the thread, I am not naming any political militant group or writing more into it.

The police is working in association with the political militancy. No doubt on that, why the Paramilitary has to be called in when the police fails, which they always do.
One person from their group gets killed, at least 15 from others have to be killed, doesn't matter if they are innocent or not.

The thing that really irks me is that politicians say 'humara banda mara gaya' rather than 'Karachi ka shehri mara gaya'.

Everybody is worrying for his party, not for the citizen.

IMO finding a solution for Karachi or for that matter of any problem, lies in the WILL, RESOLVE and most importantly CONTINUITY of that will and resolve. Many a times in the past things were brought to normality through surgical operations or even through peaceful means. That part, IMO is not a problem.

The problem lies when we let it lose for the political parties to boil the things up again using their own muscles or through gangs of Karachi. This happens when Government turns a blind eye to the hegemonic designs of the stake holders of Karachi. This unfortunately is done either to get political support or to keep a strong hold in the city. Unfortunately nowhere in the whole picture we the public, the biggest stake holders, figure out.

Bottom line leaders of this dynamic country should realize that its not a game they are playing in Karachi. Its about real Pakistanis living in this troubled city.

i am afraid but unfortunately this power struggle for turf and money btw mafias i will add some more to your list of favourite candidates (incl military estabilishment , political parties , religious / sectarian outfits and ethnic nationalists ) will one day drag karachi into a serious all out civil war .

de-weaponise karachi & shoot at site orders for any public display of guns!!! THAT is the only solution. local police is just a drama because every area police station is sold out to the most powerful party in the area!! like in LIYARI police station is almost PPP influenced!! and the area of Garden & nazmabad it is totally under MQM control. so on and so forth
