its not like its up to US
Americans are shifting their focus to China now
we are a smaller country which is friendly with China.
India is much bigger and not so friendly which China and can be used by Americans to contain the red Dragon. therefore the Business rule says that Americans must not annoy India by selling a handful of aircrafts to its enemy.

in the end the American corporation will do a cost benefit analysis.. if there is more benefit than risk of Indian anger then the US Senators will stay quiet and the US government will go ahead with such deal.
if not then Pakistans duel role will be highlighted and such deal will be opposed by the US Lawmakers.
