Time line is not known but development is in advanced stages. My guess is 2013-14 at best.
With the induction of AK-2, the frontline mbt line up of Pak Army will entirely be comprising on AK series! This will be some heavy achievement in my opinion. T-80ud, T-85 will form second line, the back up, AZs, 69MP, 59M will form the infantry support. AZ is a flexible option here as it can support troop concentrations as well as armor support/ backup. AKs and even T-80uds, are an overkill if employed as troop support. Waiting for that time to come soon.
sir the Ak-II is be state of the art machine since the existing AK and Ak-I are on par with the best in the world.
this will see Ak-II a long time in actions and thus the production can well be expanded for many years to come,eventually, reaching the quoted figure.
at this point of time, i dont think it will be entirely impossible. a lot depends what the Ak-II actually develops into!

I would imagine its among the largest; but Norinco or Inner Mongolia First Machine Group of China are MUCH larger
