Ths ship wasn't moving when this happened, it was testing its engine while quayside. Wonder is there would be a pilot on board for this.

There seems to be a common misconception that a Pilot assumes command of every Ship when docking. The Pilot embarks on board a Ship and is present on the Bridge solely in the role of an "advisor". While he may have "the con", i.e. give Steering and Engine Commands for the purpose, the Captain of the ship retains Command and Control of the Ship and remains responsible for the conduct of the manouevre or exercise or evolution. Command of the Ship never devolves from the Captain till he hands over command to his relieving Captain.
In this instance it was a "moored engine trial". There would be no cause for a Harbor Pilot to be on board.
Try to google Littoral Combat Ship. It is besides the point, which is that past chinese warship exports resulted in customers not always being particularly happy about the quality of the ships received (e.g. Thailand). Whereas most users of ex-usn ships have tended to be satisfied with what they got (in comparison to the cost of obtaining/running them).
