66% of Pakistan's people live in the rural regions and those regions are saturated with valleys, mountains and natural land breaks, which act as natural barriers against radiation. In actual fact Pakistan is one of the most mountainous regions in the world.

Why does the US spend so much on nukes when they're hardly going to use them? Why does india spend so much on nukes?
