Kashmiris can come settle in Pakistan too - Nawaz Sharif a Kashmiri became PM of Pakistan - twice! It's all open.

So I see the the odds are stacked against the Indians in a referendum/plebiscite unless we even the odds by giving Indians from rest of India a time frame of 65 years to settle in Kashmir if they wanted to.

The difference is that Kashmir Valley is affected by violence almost 365 / 12 whilst its just a temporary order in GB which will be lifted after some time ...
