Pakistan tribal agency forms less than 25% of the part of NWFP. It has asemi-autonomous status since the independence and it is given in the constitution. It has always remained like this. The deals does not mean anything more than that the government motivated or semi-forced the tribes to stop their symphaty for the foreignkill them terrorists and keep Islam secondary as they are anti-Pakistani element.
