In such cases, they should use the formula that Tamil Nadu police use. In Coimbatore one guy raped a 10yr old girl, after capturing him with in a few he was shot dead in encounter...

Ummmmmmm what you allude to is perhaps the violent and bloody manner in which Lamaism was propagated in Tibet. The Shamans were massacred in large numbers, burnt to death and often their dead bodies desecrated to scare away the others. That was how the Manchurian emperors (Qing dynasty) rooted out Shamanism and replaced it with Tibetan Buddhism or Lamaism in the 17th and 18th centuries. Lamaism itself does not display any such bloody techniques, except perhaps in the initial stages three centuries ago.

AP police is not far behind either. I remember a case in which 3 guys poured acid on the face of a girl. They were arrested and the next day they were killed in an 'encounter'.

But nobody beats Mumbai Police in 'encounter'. They effectively broke the spine of underworld.
