According to the report, the Indians interviewees felt that the U.S. should “create a special category for the defense relationship that acknowledges India is different from other U.S. partners” and which “guide[s] how defense trade and other agreements are negotiated and how the United States thinks about India’s role in joint exercises or operations.” Americans, meanwhile, generally believed that “India should take on an even greater role in regional security to relieve some of the burden currently borne by the United States.”

The report also indicates increasing convergence between the United States and India on Pakistan : “U.S. views of Pakistan and its role in the war on terrorism are more closely aligning to India’s while, at the same time, India’s economic confidence and focus on broader strategic issues have subordinated Pakistan on India’s agenda.” One U.S. official is quoted as saying: “There is some convergence with India now on how the United States thinks about Pakistan. We are starting to see Pakistan as part of the problem where we did not see that before.” A U.S. think tank scholar adds, “There has been a nuanced change in position. Now the United States is much more in line with Indian thinking, although this hasn’t translated into India playing a big role in Afghanistan at this point. Part of the reason is that the United States was optimistic about Pakistan in 2001, but now it is discouraged. India was right.”

It is not just uranium that has to be shipped...it is also the nuclear reactor technology and more over the deal was passed in the Indian Parliament on October 4, 2008 last year.

Several multinationals, including Electricite de France and the US-based Westinghouse, were believed to be interested in picking up equity in private nuclear-power plants if and when they came up.

The corporation plans to set up four nuclear plants, one each in Gujarat, Andhra Pradesh, Orissa and Bengal. The giant utility wants to buy the AP1000 series of reactors from Westinghouse, the ABWR series from General Electric, 1,000MW reactors from France’s Areva and the VVR1000 reactors from Russia.

Under the 123 Agreement, imported nuclear spent fuel is expected to be reprocessed in a new reprocessing facility that India has offered to set up. Although this is supposed to be under international supervision, the amendment suggests that the government can, if it feels necessary, take over control and ownership.
