Not just releasing. Meking delta is prone to flooding. So China is keeping flood water. When drought come, Vietnam ask China to release water. China is doing it.

Hey the US gives hundreds millions USD, but nothing compared to China. Chinese give us since 18 years „free“ hydrological data. thanks China we know that will rain in summer snow in winter. Thanks God they don’t charge us with money.
 
China MoF spokesman Wang Wenbin states that "China only contributes 13.5% of Mekong Water". China has limited significance on the water level of Mekong.

Other research paper stated that China contribute 16% of Mekong water, but this is almost similar to the 13.5% that China MoF claimed.

When Vietnam in drought, she beg China. Despite having very little catchment, China release the water for Vietnam.

Why beg China? Why not beg Laos? Lao contribute to most catchment.

Reason is China has a lot of dam while Laos has not so much. So only China can help. Lao cannot help.

For the fact that China establish the Mekong River Commission and release water under Vietnam and other countries' request shows pure goodwill to you!

Do you know what does India do to Bangladesh in same situation for example?

Chinese dams on the Mekong have increased average water levels of the Mekong during the dry season. You should thank China.

Also, China only account for 16-18% of Mekong inflows and Chinese dams are not used for irrigation. The issues of Mekong are due to over development and irrigation from the lower states.

Got an English resource stating China contribute merely 16% of Mekong water. Laos is 35%. The best thing China can contribute to humanity is to sponsor dam building in Laos.

In pic2, we see that China Mekong is in mountain region. Hence China cannot draw a lot of water from Mekong unless it divert it to plains.

Experts and leaders in ASEAN knew this fact very well, but they allow USA and NGO to stir. FCUK the USA and NGO dogs.

China should reminded SEA how the America killed more than 10% of the population in bombing SEA during the war. America can create disorder in the region and run back to their own country to let the native sort out the mess. SEA and China will be neighbors forever. Pompeo and American politicians have no interest in the region aside from creating conflict.
