Antam’s Subsidiaries to Work on EV Battery Ecosystem​

Jakarta. State miner Antam is ramping up its focus on building Indonesia’s ecosystem for electric vehicle batteries.

Antam has assigned its subsidiaries, namely Sumberdaya Arindo (SDA) and Nusa Karya Arindo (NKA), to develop the upstream industry, as they have adequate reserves of nickel ore — a critical component for EV batteries.

The company is also currently in negotiations with Ningbo Brunp Lygend —a Chinese holding subsidiary affiliated with one of the world’s largest battery producers CATL— and South Korea’s LG Energy Solution (LGES).

“We are currently negotiating with two of our strategic partners, CBL and LGES,” Antam corporate secretary Syarif Faisal Alkadrie told Jakarta Globe's sister publication Investor Daily on Monday.

Once the negotiations are complete, Antam through Indonesia Battery Corporation (IBC) will proceed to the downstream sector.

According to Faisal, the negotiations are currently on the articles of the partnership. Faisal added that Antam did not want to rush its negotiations, but at the same time, the company did not want it to take too long.

“So the finalization would include the involvement of SDA and NKA in the upstream industry. Once we are done with the upstream, we will then discuss the downstream sector,” Faisal said.

A CLSA study reported that Antam has completed the SDA and NKA spin-off process, with a total value of 50 percent of the net asset value. It is now in the process of calculating the valuation. The study wrote that the agreement would likely reach its completion in the first semester of 2023, and the development of a new mining area will begin this year-end.

Antam is part of the state-owned mining holding MIND ID, which also oversees coal miner Bukit Asam, copper mining firm Freeport Indonesia, aluminum firm Inalum, and tin metal producer Timah.

IBC is a consortium of four state-owned enterprises, namely MIND ID, Antam, oil company Pertamina, and utility firm PLN, with each owning a 25 percent stake.

IBC has inked a memorandum of understanding (MoU) with Malaysian energy firm Citaglobal to build a battery cell manufacturing plant and battery energy storage system project. The MoU is effective immediately from the date of the execution. It shall remain in effect over the next year.

According to Citaglobal executive chairman and president Tan Sri Mohamad Norza Zakaria, scaling up the battery storage capacity is critical to the renewable energy development efforts in both Malaysia and Indonesia. Mohammad Norza added that the Malaysian Energy Commission had made known its intentions of adopting up to 500 MW of battery storage technology.

“We are honored and look forward to a productive and fruitful collaboration with IBC. A cross-country collaboration will allow both parties to leverage on each other’s expertise and quicken the process of increasing low-carbon power sources,” Norza Zakaria was quoted as saying in a press statement on Monday.

The EV market has a compound annual growth rate of 21.7 percent. Battery accounts for at least 35 percent of the total cost of EV production.

Electric vehicles are one of the driving forces for a sustainable future for all. And nickel, of which Indonesia is one of the world’s top producers, is one of the key elements powering EVs.

Under President Joko Widodo, Indonesia has moved to create a full-spectrum EV ecosystem, starting with nickel mining and going up the value chain to battery manufacturing and recycling. For investors, this presents an opportunity not just to get in on the hottest sector around, but also to make a meaningful change for good.

Today, a consortium of South Korean investors — LG Energy Solution, LG Chem, LG International, POSCO — and China’s Huayou Holding are collaborating with the state-owned Indonesia Battery Corporation (IBC) on an IDR142 trillion (9 billion USD) EV battery factory. At the March 17 grand launch of this sustainable investment project, Minister of Investment/Chairman of BKPM Bahlil Lahadalia said the factory is expected to go into operation in late 2023. In 2024, it is expected to produce 10 gigawatt-hours (GWh) of battery capacity — enough for 3-4 million electric motorbikes and almost 100,000 electric cars.

As for the latter, President Jokowi on March 16 inaugurated the PT Hyundai Motor Manufacturing Indonesia factory in Cikarang, Bekasi Regency, West Java. The event also saw the launch of the IONIC 5 electric car, produced at the factory. “The electric car factory has been inaugurated, built by Hyundai, and this is the first in Southeast Asia,” Bahlil said.
 
Foxcon has 8 billion USD plan for battery production in Indonesia. The funding comes from USA and Japan. Government has set aside 200 hectare land in Batang, Central Java, for the investment.

Tesla Inc is nearing a preliminary deal to build production facilities in Indonesia with a capacity of one million units, Bloomberg News reported on Wednesday, citing people familiar with the matter.

The country's investment minister confirmed talks with the world's most valuable automaker, the report added.


The electric-vehicle maker and Indonesia's Ministry of Investment did not immediately respond to Reuters reuests for comment.

Tesla makes its electric cars at its gigafactories in Shanghai, Austin, Berlin and Fremont, California and is reportedly set to announce a new factory in Mexico's Nuevo Leon state.

The report said that the talks include plans for production facilities and to facilitate the company's supply chain.

Chief executive Elon Musk said in November that South Korea was among its top candidate locations for a factory it plans to build in Asia for making EVs, according to South Korea's presidential office.

Tesla has signed contracts worth about $5 billion to buy materials for their batteries from nickel processing companies in Indonesia, a senior cabinet minister told CNBC Indonesia last year.

However, Indonesian President Joko Widodo urged the electric vehicle maker to manufacture its cars, as well as batteries, in the country, in comments made to Bloomberg News in August.

PT Indonesia Battery Corporation (IBC) and PT Aneka Tambang (ANTAM) collaborated with a Chinese battery manufacturer, Contemporary Amperex Technology (CATL) to build an electric vehicle battery factory worth US$ 5.97 billion or Rp 85.77 trillion.

Although the required investment value has been stated, IBC President Director Toto Nugroho said that the composition of the project financing of each company cannot be disclosed because it is still in the finalization stage.

"Broadly speaking, for downstream work or processing raw materials into finished materials, IBC and Antam will be minority shareholders. But above 30% to 40%. That's the composition of the shares," Toto said in CNBC's Mining Zone on Wednesday (11/5).

On the other hand, in terms of nickel mining, Indonesia will be the majority shareholder. The scope of this project is in the form of nickel mining, nickel ore processing, raw material production to battery production to battery recycling projects.

Regarding the place or location of the factory, the processing time and production and processing capacity are still in the study stage. The investment value of US$ 5.97 billion will be used for various purposes such as building nickel mining infrastructure worth almost US$ 1.5 billion to US$ 2 billion.

Furthermore, there is the construction of a smelter that is functioned to process nickel ore and the procurement of a chemical plant to produce M-sulfate nickel concentrate which costs US$ 1.5 billion. To become an electric vehicle battery, nickel M-sulfate is processed into cathode material and becomes a lithium ion battery.

"There is also a process of recycling batteries that are no longer used to be reprocessed into raw materials. It's important for sustainability," Toto said.

If this project is already underway, said Toto, the market potential for the electric vehicle battery business will target the domestic and international markets. As for the domestic market, it is projected that the demand for electric vehicle batteries will continue to increase by 31% to 35% per year until 2030.

Toto predicts that by 2030 there will be a battery demand of 40 Gigawatt hours (GWh) consisting of 500,000 electric car vehicles and 3.5 million to 4 million units of two-wheeled electric vehicles. In addition to being intended for electric vehicles, battery production will also function as energy storage for PLN.

"To absorb from renewable energy about 3 GWH. and the rest is exported to three major markets in Europe, the United States and China," he said.

Antam's Managing Director, Nico Kanter, said Indonesia has great potential to develop the battery industry because it has abundant nickel resources. Indonesia contributes to 30% of the world's nickel supply with reserves of 21 million tons of nickel.

Meanwhile, internally in Antam, Nickel became the second largest sales contributor in 2021 with sales of 28% of Antam's total products. This amount is only one level below gold sales as the main contributor to Antam's product sales.

"In addition to the stainless stell industry, it can also be processed into battery raw materials for electric vehicles. In the next 10 years, Indonesia will become the dominant player in global nickel suppliers," he said.

LG-led consortium launches supply chain project in Indonesia​

A South Korean consortium led by LG has signed an agreement with Indonesian state-owned companies for a project worth around nine billion US dollars. The project aims to build a complete value chain for electric vehicle batteries.

The project will cover the extraction of raw materials, the production of key components such as cathodes to the manufacture of the final product for use in electric vehicles. The framework agreement, which is still non-binding, was signed between the Korean consortium comprising LG Energy Solution (LGES), LG Chem, LX International and Posco, and Indonesian mining company PT Aneka Tambang, better known as Antam, and Indonesia Battery Corporation (IBC) in Jakarta.

“With this project, we expect to be able to enhance our battery business capabilities and profitability by stably securing raw materials at competitive prices,” LGES said, according to KoreaTimes.

While the framework agreement itself seems confirmed, the companies are holding back on the investment amount. According to Koreajoongangdaily, LG Energy Solution would not confirm the exact amount of the equivalent of 8.3 billion euros, it adds.

A similar partnership in Indonesia had already been concluded recently by the Chinese battery cell manufacturer CATL. In the course of this, CATL wants to invest the equivalent of almost 5.5 billion euros in the country. The project focuses on nickel mining and processing, battery materials, battery production and battery recycling.

In September last year, Hyundai Motor Group and LG Energy Solution laid the foundation stone for their battery cell factory in Indonesia, which was announced at the end of July. The plant in Karawang near the capital Jakarta is scheduled to start production in the first half of 2024 with an annual capacity of 10 GWh.

The downstreaming of products is believed to be able to strengthen industry structure, provide job opportunities and business prospects in Indonesia.

This also applies to MIND ID or Mining Industry Indonesia, the Holding State-Owned Enterprise for the Mining Industry, with members PT Antam Tbk, PT Bukit Asam Tbk, PT Freeport Indonesia, PT Inalum (Persero), PT Timah Tbk, to also be committed to make the Government’s Downstreaming Program a reality.

MIND ID as the Holding State-Owned Enterprise of the Mining Industry continually commits to drive the added value of each mining product, this time, in the aluminium and nickel industry. Aluminium and nickel are key components in the development of the electric vehicle industry.

The electric vehicle industry is presently one of the solutions to reduce global emissions which continue to accelerate. The transportation sector is one of the contributors to the substantially high emissions. It is a fact that the electric vehicle is an environmentally-friendly transportation alternative, as these vehicles do not produce emissions which can pollute the air.

This means focusing on energy security, access and efficiency, as well as transitioning to low carbon energy system, including investment and innovation in cleaner and more efficient technology.

The downstreaming and energy transition program has become the priority of the Government to be immediately realized. This seriousness is shown by MIND ID with the visit to the UK in May 2022 and the signing of the Memorandum of Understanding with Arrival UK Ltd as partner to seek potential supply solutions, as well as discuss the design and development of electric vehicles.

This initiative is part of MIND ID’s efforts in exploring the opportunity for development of a commercial electric vehicle Microfactory in Indonesia and Southeast Asia.

In the context of the strategic cooperation spirit contained in the Memorandum of Understanding, MIND ID has appointed PT Industri Baterai Indonesia (IBC) to implement the Memorandum of Understanding, including the joint feasibility study with Arrival UK Ltd. covering Market Study and Project Feasibility to explore electric vehicle business expansion in Southeast Asia and associated supply chain opportunities.

Subject to the results of the feasibility study, MIND ID and Arrival UK Ltd plan to explore the possibility for further collaboration to jointly introduce Microfactories for Commercial EVs within Indonesia and the wider Southeast Asia region.

The possible opportunity for construction and investment of Arrival UK Ltd Microfactories within the region, supports the program of the government in attracting foreign investors to invest in the country.

“The potential cooperation between MIND ID and Arrival UK Ltd could contribute to the downstreaming of the aluminium and nickel industry development in Indonesia. Support and synergy are necessary to accelerate the realization of the program, one of which would be in the form of government policy and ease for the electric vehicle ecosystem in Indonesia,” concluded Hendi.

That can be huge because the support on the financing from US and Japan. I dont know about the scheme, but Foxcon will have local partner from Indika Energy, one of biggest coal producers in Indonesia. Indika Energy President Director is Jokowi supporter

I am extremely happy for Indonesia, Insah'Allah Indonesia will almost become a $2 trillion economy in this decade. At the same, it hurts me that a developing country with a similar population to Pakistan is doing so incredibly well unlike Pakistan.
