Not at all. We have 300,00 Rhoingyas as refugees. We can offer their families citizenship if they go and fight at Rakhine along with the many already there. Not to mention there are plenty of insurgents in Burma that prefer Bangladesh over the Burmese.

If Bangladesh support cover is blown over to the rest of the world, Bangladesh will get negative perception and the rest will exclude your country from any meaningful economic activity cooperation and such. What kind of retaliation Myanmar can do to damaging Bangladesh interest? (you should prepare the worst case scenario) Not to mention that's kind of action need a lot of Bucks, meanwhile Bangladesh is still part of developing world. Much better to train and equip your own soldiers to face your own problems than create another new problems.

Turkey does trade with ISIS and nothing happened to them. The thing about covert ops is that you can reject it as the other side doesn't have any concrete evidence to blame you. You involve third parties that doesn't trace back to you. Also, we had supported insurgency in Rakhine long before Hasina came to power. Although, the level was different.

And Burma itself is known for human rights abuse, you just play that card at International level. Not to mention that they have very little strategic importance to big guys (NATO, China, Russia). And China and India are both themselves funding insurgency in their country.

Turkey get their share of problems, the recent bombing incidents is just the tip of the iceberg of their newly created problems there. And there is always tit for tat, in this current day and age, promoting business and economic cooperation is always the much better proposal than spreading terror and insurgency activity. Economic power is as important as other aspect of hard power, namely military. But illegal military activity (like supporting rebels faction in another country) is sucking much of your fortunes, and as i said it much best to use the money to develop your own military capabilities to make a more credible deterrence posture against any external and internal adversary.

Burma, is important for any big player especially China as they hold strategic location for them to place their overseas Naval base in near future. Not to mention, much of ASEAN countries is looking for a stable and better Burma as it will further to drive our economic progress towards a better end.
