recently i applied gov job.. they rejected me and said no 3rd division in your entire carrier and only one 2nd division is allowed

Brother... I done HSSC in 2014 Now its 2019 ... I contact with Board members They said that (" ab ap ni krskty repeat/ improve because its against policy) What i do now?? HSSC again dy du ( open universities sa?) I already done BS in IR with 3.8 cgpa! Problem is only with HSSC..
