Yes not all democracies provide that..Free schooling till 12 th std for all casts and for back ward casts UG and PG is also free in india.. We are in the process of looking into the hunger problem..In Govt schools till 10 th free food is provided which accounts for 1/2 of protien needs and 1/3...

Once you go back you will find the difference..
