I think its not based on recommendation, its mainly based on number of posts you make and get a senior rank. IMO i find Seniors cafe very dry and boring.
It says a new member must be referred by an existing member. I was posting in the thread "Is Imran Khan’s approach to India’s aggression correct?" but cant post anymore as it moved to senior cafe.
