It was President Musharraf himself who kept the ISI away from politics for quite a while back, probably even before the last elections.

I always thought the 2002 Elections were very fair as well, all the parties did well in their respective areas with MMA being the surprise. President Musharraf was very popular then. PPP and PML-Q shared the votes with 25% each but because of the constituencies PML-Q ended up with more seats.

There will be no National Government, it wasn't even on the agenda. Plus President Musharraf did not postpone the elections, that was the Election Commission.
