BBC is a british channel and it has no reason to fudge the image date and if you cared to go through the original BBC article it never mentions this discrepancy between the date of the ISI official's claim and the Sat image.. it was spotted by a "retired Major" on twitter.

Dont give a counter-intuitive argument about the date of the image. No one labels a photo with a "posting" date and any noob with an SLR will tell you that a photo is labeled with its taken date by default.
