Chinese Premier Wen Jiabao arrives in Pakistan

Pakistan on Friday gave a red-carpet welcome to Chinese Prime Minister Wen Jiabao, who arrived for a three-day visit aimed at enhancing trade and bilateral relations.

During his visit, the first by a Chinese premier in five years, the two countries were expected to sign more than a dozen trade agreements worth of billions of dollars.

Wen arrived from India where the two fast-growing economies put diplomatic differences aside and agreed to aim to nearly double their bilateral trade to 100 billion dollars annually by 2015.

As Wen's plane entered Pakistani air space, two JF-17 fighter planes, which Pakistan and China produce jointly, welcomed and escorted him to Islamabad.

A 21-gun salute boomed out as Wen stepped out of the plane before being welcomed by Prime Minister Yousuf Raza Gilani, several members of his cabinet, and chiefs of the armed forces.

China is a close ally and significant trade partner of Pakistan. Gilani said on Wednesday that Pakistan hoped its trade with China would double in the next five years to 15 billion dollars.

The Pakistani premier said his country would also request Chinese assistance in making the new deep-sea port of Gawadar operational. The port, in the southern province of Baluchistan, was built by Chinese companies.

Officials and businessmen from the two countries were due to sign various deals worth more than 20 billion dollars, Abdul Basit, a Foreign Ministry spokesman, was quoted as saying by Samaa television.

The leaders were also expected to discuss the construction of two new nuclear power plants by China. Agreement on one plant is scheduled to be signed during the visit, state television PTC reported.

China has already helped Pakistan to build two nuclear power plants at Chashma in the central province of Punjab. One of these is in operation while the second is near completion.

The nuclear cooperation between the two countries has increased despite reservations from the United States which regard Pakistan's nuclear programme a proliferation risk.
The Chinese premier is also to meet President Asif Ali Zardari, address the national parliament and inaugurate a Pak-China Friendship Centre.

ISLAMABAD, Dec. 17 (Xinhua) -- Chinese Premier Wen Jiabao started an official visit to Pakistan Friday noon, in a bid to further push forward bilateral pragmatic cooperation and lift economic and trade cooperation to a new high.

"The purpose of my visit this time is to solidify friendship, deepen cooperation, support Pakistan's efforts of post-disaster reconstruction, and ring in, together with Pakistan, the 60th anniversary of China-Pakistan diplomatic relations in 2011," Wen said in a written statement released at the airport.

Pakistani Prime Minister Yousuf Raza Gilani and other senior officials welcomed Premier Wen at the airport.

As an important country in the region, Pakistan has made positive contributions to peace, stability and development of the region and the world, said Wen.

"China and Pakistan are all-weather cooperation partners. Under the complex and fluid international and regional circumstances, it is a firm policy of the Chinese government to further cement and deepen the strategic partnership of cooperation with Pakistan," said Wen.

Wen is expected to hold talks with Gilani and other Pakistani leaders on bilateral cooperation as well as issues of shared interest.

Premier Wen will also attend a China-Pakistan business summit and meet Pakistanis who have contributed to the friendship between the two countries.

China's participation of Pakistan post-flood reconstruction is one of the main issues of Wen's visit, said Chinese Assistant Foreign Minister Hu Zhengyue.

"We will continue to do what we can to support the Pakistani people," Hu told a press briefing on Monday concerning Wen's visit.

China pledged a total of 250 million U.S. dollars to Pakistan after the floods hit Pakistan in July and August.

Pakistan is the second leg of Wen's two-nation South Asia trip. He started his official visit to India on Wednesday.

Chinese Premier Visits Pakistan to Reinforce Ties
By SALMAN MASOOD
Published: December 17, 2010

ISLAMABAD, Pakistan — Chinese Prime Minister Wen Jiabao arrived in Islamabad on Friday for a three-day visit that Pakistani officials said was aimed at strengthening the strategic partnership and economic cooperation between the two neighboring countries.

Prime Minister Yusuf Raza Gilani and members of his cabinet welcomed Mr. Wen at Chaklala Air Base in neighboring Rawalpindi on Friday afternoon. A red carpet was rolled out and elaborate ceremonies were held to signify the importance Pakistan attaches to China, which is considered a close ally.

“Friendship with China is a matter of pride for our nation,” Mr. Gilani was quoted as saying by local media as he welcomed his Chinese counterpart.

Apart from holding meetings with Mr. Gilani and President Asif Ali Zardari, Mr. Wen was scheduled to address a special joint session of the Parliament on Sunday.

Pakistan’s military ties with China are strong and China has assisted Pakistan in tank production, fighter aircraft manufacturing and naval technology. But since the late 1990s, economic concerns have gained increased importance. Trade and energy have taken precedence in Pakistan’s relations with China.

Mr. Wen was accompanied by 260 business executives.

Pakistani officials say there is a need to enhance trade between the countries that stands around $7 billion a year. But there also are concerns here that the trade deficit is growing heavily in favor of China.

“The relationship is undergoing a qualitative change,” said Mansoor Ahmad, an independent security analyst based in Islamabad. “This change is manifested in China’s relationship with emerging markets and developing countries, which is essentially based on forging and enhancing trade linkages and securing new markets for Chinese investment.”

The Chinese are also cooperating with Pakistan in developing its civil nuclear energy program despite discontent from Washington and New Delhi.

Mr. Wen, the Chinese prime minister, arrived here after completing a two-day tour of India, the estranged neighbor of Pakistan.

China would have to undertake a fine balancing act regarding enhancing its cooperation with both India and Pakistan, said Mr. Ahmad. China and India would forge economic ties despite their continuing territorial disputes, given India’s huge market, he said. Tensions between India and Pakistan worsened after the terrorist attacks in Mumbai in 2008, which India and the United States blamed on Lashkar-e-Taiba, a militant Islamic group based in Pakistan.

The Pakistan government sees China as a counterweight to India, and officials said that closer Chinese cooperation with India would not affect Pakistani ties with China.

Nonetheless, Mr. Wen’s visit to India this week yielded greater immiediate progress on the economic front than toward resolving the more complicated geostrategic issues.

“In Pakistan’s case, we have already had a longstanding strategic partnership which is now being supplemented by increasing Chinese investment in infrastructural development, civil nuclear cooperation and establishing rail and road linkages between the two countries,” Mr. Ahmad said.

China, Pakistani PMs hold talks to cement strategic cooperative partnership

Chinese Premier Wen Jiabao and his Pakistani counterpart Yousuf Raza Gilani reached extensive consensus in Islamabad, Pakistan, Friday on further strengthening their countries' strategic cooperative partnership.

"China and Pakistan were, are and will always be good neighbors, good friends, good partners and good brothers," Wen said during his talks with Gilani, citing the profound friendship between the two peoples and the solid foundation of bilateral ties.

In order to enhance communication and cooperation between the two "all-weather" strategic cooperative partners, Wen added, Beijing is ready to establish an annual conference mechanism between the two countries' leaders and a regular dialogue framework between their foreign ministers.

China appreciates the strong support Pakistan has long been offering on issues concerning China's core interests, and will continue backing Pakistan's efforts in defending national sovereignty, maintaining social stability and achieving independent and sustainable economic development, Wen said.

Noting that Pakistan has made huge sacrifice for and important contributions to the global counterterrorism campaign, the Chinese premier said his country is ready to work together with Pakistan to promote regional peace and stability.

Meanwhile, a great potential is yet to be tapped in the two countries' practical cooperation, Wen stressed, saying that concerted efforts are needed in this regard to bring more benefits to the two peoples.

In a three-point proposal, Wen prioritized the task to help Pakistan rebuild after its nationwide deadly flooding this summer, and pledged to offer assistance in road repair, food production and other relief programs if needed.

Additionally, the two sides should consolidate cooperation in infrastructure construction and expand collaboration in trade, investment and financial sectors, Wen added.

On the cultural sphere, he proposed to designate 2011 as the Year of China-Pakistan Friendship, co-sponsor activities to celebrate the 60th anniversary of the establishment of diplomatic relations, further broaden people-to-people exchanges, and thus promote mutual understanding and friendship between the two nations.

Gilani, for his part, said that China is Pakistan's "best" and "most-trusted" friend, and that his country sincerely thanks China for its valuable support and generous aid.

He expressed full agreement with Wen's proposal, saying that Pakistan is willing to join hands with China to beef up top-level contacts and strategic cooperation and pass on the two nations' friendship from generation to generation.

The Pakistani side, Gilani said, is confident that with concerted efforts, the Pakistan-China all-weather strategic cooperative partnership will surely reach higher levels.

Following their talks, the two leaders witnessed the signing of a number of documents on bilateral cooperation in economy, energy, finance, culture and other areas.

Wen arrived here from India earlier in the day for a three-day visit to the South Asian country, where he is also scheduled to address a joint session of the Pakistani parliament and inaugurate the China-Pakistan Friendship Center, a project built to facilitate exchanges among the two countries' students, media and academic circles.
