A Beacon of Hope: 75 Years of Hilal's Journey to Zenith​


Celebrating the Diamond Jubilee of Pakistan Armed Forces Magazine, HILAL

As I sit down to pen my thoughts on the diamond jubilee of Pakistan Armed Forces’ Hilal Magazine, I am overwhelmed with mixed emotions. For me, it was a remarkable journey from 2011 to 2015 to work as an Editor of this prestigious and historical publication, filled with challenges, triumphs, and countless cherished memories.
One vivid memory that stands out in my association with Hilal Magazine was when I called the magazine office for the first time to submit my article for publication in 2010. I was then serving as a Gunner Officer in a Directorate at GHQ (General Headquarters). Never in my dreams did I ever think while speaking with Lieutenant Colonel (Later Brigadier) Tahir Mehmood, the then Editor, that I would one day be posted to ISPR (Inter Services Public Relations) Directorate and appointed as his successor. Brigadier Tahir Mehmood subsequently became the Chief Editor and retired as the Director of Publication Division from ISPR. His contributions to the transformation of Hilal Magazine into its present shape are immense, as he mentored my team and me in the uplift of the magazine.
Hilal is a monthly bilingual magazine of the Pakistan Armed Forces with a long and rich history dating back to 1948. Initially launched as a weekly magazine in 1948 from Malir with the name of Mujahid, the magazine is honored to carry felicitation messages by the Founder of Pakistan and other top civil and military leadership in its initial editions. The magazine grew with Pakistan and recorded historical impressions and events from the 1950s onward. While going through the archives of the magazine, one gets a chance to read many unique events which would otherwise be lost in history.
The magazine's name was changed to Hilal in 1951, and it became a publication, printed twice a week. In October 1952, the magazine became a daily for a few years and again reverted to the weekly status in 1964. In August 2007, the magazine expanded to embrace the publication of an English edition alongside Urdu and was published as a single monthly bilingual magazine.
However, as the magazine got richer in content with a widening reader base, a need was felt to publish it separately in Urdu and English, which commenced from November 2014 onward.

When I assumed the Editor of Hilal English role, I knew I had a profound responsibility. The magazine holds a special place in the hearts of our Armed Forces and the people of Pakistan. I was acutely aware of the legacy I was entrusted with and the duty to uphold the values and traditions that this magazine represents.
One of the most memorable aspects of my journey as Editor has been the opportunity to interact with our Armed Forces personnel, especially the families of Shuhada. Their stories, experiences, and unwavering commitment to our nation have left an indelible mark on my soul. Whether it was listening to the accounts of soldiers on the battlefield, sailors navigating treacherous waters, or airmen soaring through the skies, each encounter reaffirmed my belief in the extraordinary individuals who safeguard our borders.
When Hilal Magazine was first published 75 years ago, Pakistan was still in its infancy, facing numerous challenges on its path to nationhood. In those formative years, our Armed Forces emerged as the defenders and custodians of our nation's security, and Hilal Magazine became a beacon of hope, knowledge, and inspiration for those serving in uniform and the citizens they protect. Armed Forces Hilal Magazine became a platform for these brave men and women to share their journeys, triumphs, and sacrifices. Through their firsthand accounts, readers were given a glimpse into the lives of our soldiers, understanding the challenges they face and the unyielding determination with which they serve. These encounters deepened my appreciation for the sacrifices our Armed Forces make and their unwavering dedication to their duty to protect our nation.
As an Editor, I also had the privilege of working closely with a team of talented individuals whose unwavering commitment to excellence was both inspiring and humbling. Every team member played a crucial role in the magazine's success, from the writers who meticulously crafted each article to the designers who brought the pages to life. The camaraderie, creativity, and shared passion for honoring our Armed Forces created an environment where the magazine thrived.
However, this journey was not without its challenges. Balancing the need to inform, inspire, and entertain our readers while maintaining the integrity and sensitivity required in reporting on national security matters was a delicate task. The responsibility of ensuring accurate and unbiased reporting weighed heavily on my shoulders, knowing that our magazine had a significant impact on shaping public opinion and fostering a sense of unity among our Armed Forces and the citizens of Pakistan.
Throughout the years, Hilal Magazine has evolved to embrace the changing landscape of media and technology. From its humble beginnings as a print publication, Hilal Magazine has adapted to the digital age, leveraging the power of online platforms to reach a wider audience. This transition has allowed us to connect with the younger generation, fostering a sense of patriotism, respect, and admiration for our Armed Forces, ensuring that the magazine remained a relevant and trusted source of information and inspiration.
As we look towards the future, Armed Forces Hilal Magazine stands poised to continue its legacy of excellence. The challenges this country faces may change, but the spirit of our Armed Forces and the importance of their stories remain constant. I sincerely hope that the magazine will continue to serve as a beacon of inspiration, fostering a sense of unity, pride, and respect among our Armed Forces personnel and the people of Pakistan.

The Bedori Defenders: Pakistan Army’s Remarkable Endeavors for the Welfare of the People of AJK​


The Bedori Defenders, along with other brigades, have undertaken various initiatives aimed at the betterment of the people in AJK. From providing stability, security, and relief during disasters to ensuring infrastructure development, education, and healthcare advancements, their efforts have influenced the lives of countless individuals.

With its unwavering commitment, Pakistan Army has played a critical role in establishing and preserving stability and security in the region of Azad Jammu and Kashmir (AJK). Through tireless efforts, they have effectively shielded the people from external threats, fostering a peaceful environment along the Line of Control (LOC). This sense of tranquility has empowered the residents to engage in their daily endeavors without fear and uncertainty. After the ceasefire of 2019, this region is witness to the selfless efforts of Pakistan Army for the welfare of the people of AJK. Whether it is Neelum Valley, Jhelum Valley, Poonch sector, or Bedori bulge, different brigades of Pakistan Army are contributing and putting efforts in all fields of life to make this region a true heaven on earth.
Pakistan Army is exceptionally dedicated to conducting countless rescue and relief operations during natural disasters, such as earthquakes, floods, and avalanches in AJK. It is a quick response and effective organization that has saved numerous lives, providing immediate assistance to those affected by such calamities. The army's engineers have rebuilt damaged infrastructure, restoring homes, schools, and hospitals, thus ensuring a swift recovery for the affected communities.
The army in AJK has undertaken monumental projects to enhance the overall infrastructure of the region. By constructing roads, bridges, and tunnels, they have facilitated connectivity between remote areas, enabling people to access education, healthcare, and economic opportunities. These efforts have significantly improved the residents' living standards, allowing developmental activities to flourish.

When talking about different brigades working in AJK, the Bedori Defenders, 6 Azad Kashmir (AK) Brigade's contributions in the Bedori buldge sector can never be overlooked as they are serving humanity and natives of AJK in the field of health, education, and sports. They have introduced many new ventures in this region.
The local Army setup has made remarkable strides in providing adequate healthcare facilities to the people of AJK, particularly in remote areas with limited access to medical assistance. A concept of ‘medics on foot every week’ has been introduced to facilitate the local populace in far-flung villages. Doctors visit villages to provide basic healthcare. On average, 20-25 patients are being treated in every visit.
Another achievement of the Army units is introducing the concept of ‘telemedicine’. Locals living in far-flung areas cannot reach the hospital for a checkup from a specialist. Patients checked during medics on foot or medical camps in remote areas are treated by surgical and medical specialists through WhatsApp or Skype.
The first-ever free eye surgical camp was set up in Bagh District by Army personnel and camp was held from June 2-4, 2023 at MDS Bagh.
The overall count of patients who received assistance includes the following figures: 2288 patients were screened, 780 individuals were provided with free spectacles, 59 patients underwent operations at MDS, and 182 cases were referred for glaucoma and retinopathy surgeries at Al-Shifa Hospital.
Recognizing the importance of education in empowering individuals and communities, Army units have introduced various initiatives to uplift the educational sector in Bedori in AJK. They have established Army Public School (APS) campuses in Bagh, Kailer, and Taien areas, ensuring access to quality education for all. Furthermore, the brigade has renovated seven government schools which has benefitted over a thousand students in District Bagh and Haveli. The Bedori Defenders have arranged frequent lectures given by officers to make our future generations well aware of the challenges and opportunities in life. A ‘Day with Army’ is organized in which students of government schools are invited to units, and various activities are conducted, including weapon display. It is also focusing on the professional grooming of the teachers and instructors. A workshop was organized in Bagh in which teachers from all institutions were invited to get training and learn 21st century skills. Over 230 teachers, including government and private, participated and the workshop influenced 14,000 students from 140 schools.
Another contribution of the Army units is setting up the Bedford Boys Hostel with a total number of 30 students. The hostel offers these students free education, living, accommodation, food, sports and library facilities to the students belonging from all over Pakistan, including ex-FATA, Balochistan and AJK. The Bedori Defenders ensure continuous interaction of the hostel students with officers to develop confidence among students. The Army units are contributing a lot in the field of sports as well. Kashmir Super League cricket matches for district Bagh and Haveli were organized by the brigade, where locals were encouraged to participate. The overwhelming response from youth was seen.
Furthermore, Kashmir Bikers Rally was organized by the Army personnel. Bikers from various parts of AJK joined the rally. The focus was to promote tourism spots in Bagh.
The Bedori Defenders recently arranged ‘Neil Furry Festival’ on June 10-11, 2023. The event comprised a military band performance, sword show, camping, cultural arts exhibition, folk music, food stalls, luddi, riding, and various stalls. Over 5000 tourists from all over the AJK region participated in this festival.
The first-ever surgical eye camp in Bagh was introduced in collaboration with Al-Shifa Eye Hospital. Commanding Officer of 1 Mountain Medical Battalion made a lot of effort in this regard. The initiative aimed to provide facilities to the local populace living in far-flung areas that cannot reach the hospital due to terrain and domestic difficulties and introduced medics on foot. Efforts were made to improve healthcare and introduced WhatsApp Shifa, a concept in which villagers could interact with specialists at the hospital at MDS.
The Army units, along with other brigades, have undertaken various initiatives aimed at the betterment of the people in AJK. فرنٹیئر کور بلوچستان (سائوتھ) پاکستان کے جنوب مغربی حصے میں افغانستان اور ایران کے ساتھ ملک کی سرحدوں کی نگرانی اور جنوبی بلوچستان میں امن و امان برقرار رکھنے کی ذمہ دار ہے۔ یہ داخلی اور سرحدی سلامتی کے علاوہ قومی اور سٹریٹجک اہمیت کے منصوبوں کو بھی تحفظ فراہم کر رہا ہے۔ فرنٹیئر کور بلوچستان سائوتھ کا قیام جولائی 2017 میں عمل میں آیا۔ ان چھ سال کے قلیل عرصے میں، اس نئی قائم ہونے والی تنظیم نے نہ صرف خود کو منظم کیا ، اپنی افرادی قوت کو پیشہ ورانہ تربیت دی،اپنی ذمہ داری کے علاقے میں سرحدی حفاظت اور امن و امان کی بحالی کی اپنی بنیادی ذمہ داریوں کو انتہائی بہترین اور موثر انداز میں پورا کیا، بلکہ اس نے مقامی لوگوں کی فلاح و بہبود اور علاقے کی ترقی کے لیے بھی انتھک کام کیا ہے۔

بلوچستان کی صورتحال کا اگر بغور جائزہ لیا جائے تو یہ بات واضح طور پر سامنے آجاتی ہے کہ بلوچستان میں امن وامان کی صورتحال کیسی بھی ہو لیکن اس صوبہ نے ترقی اور امن کی جانب سفر جاری رکھا ہوا ہے اور دوران ترقی

کئی منصوبے تکمیل کو پہنچے ہیں جبکہ بہت سے منصوبے تکمیل کے بہت قریب ہیں اور ان پر تمام تر حالات کے باوجود ان منصوبوں پر کام جاری رکھا گیا ہے۔ بلوچستان کی خوشحالی کے لیے جہاں پر حکومت بلوچستان کوشاں ہے، وہاں پر افواج پاکستان اور ایف سی بلوچستان کی کارکردگی کا ذکر کرنا بھی ضروری ہے۔ ایف سی بلوچستان نے ہر شعبہ میں گراں قدر خدمات سر انجام دی ہیں۔ ان میں سرحدوں کیحفاظت، امن وامان کے قیام کے علاوہ تعلیم کی ترسیل، صاف پانی کی فراہمی، صحت کی سہولیات اور مختلف اوقات میں آنے والے قدرتی آفات میں گراں قدر خدمات شامل ہیں جن میں چند کا مختصر ذکر مندرجہ ذیل میں کیاجا رہا ہے۔
سرحدی حفاظت، سلامتی اور امن و امان کے شعبوں میں کوششیں :
سرحد پر باڑ لگانے کا مقصد افغانستان اور ایران کے ساتھ پاکستان کی سرحد کی نشاندہی، سرحد پار دہشت گردی کا مقابلہ، غیر قانونی نقل و حرکت اور منشیات کی سمگلنگ کو روکنا ہے۔ ایف سی بلوچستان سائوتھ کی ذمہ داری کے علاقے میں افغانستان اور ایران دونوں ممالک کی سرحدیں پاکستان

کے ساتھ لگتی ہیں۔ پاک افغان اور پاک ایران سرحدوں پر باڑ لگانے کا عمل تیزی سے جاری ہے اور اللہ کی مدد و نصرت سے یہ منصوبہ بہت جلد پایہ تکمیل کو پہنچے گا۔ ایف سی سائوتھ کی کوششوں سے اب تک پاک افغان سرحد پر 529.5کلومیٹر (95.22%)اور پاک ایران سرحد پر 937 کلومیٹر (92%) باڑ لگائی جا چکی ہے۔ اس تعمیر کے عمل کے دوران ایف سی سائوتھ کے جوانوں نے سکیورٹی کے فرائض ادا کرتے ہوئے جان کی قربانیاں بھی دیں۔ ایف سی بلوچستان سائوتھ نے ضلع کیچ میں ردیک اور ضلع پنجگور میں پاکستان ایران سرحدی مارکیٹوں کی تعمیر کے دوران سازگار ماحول فراہم کیا۔ ان سرحدی مارکیٹوں کی تعمیر سے جنوبی بلوچستان کے سرحدی عوام کے سماجی و اقتصادی حالات بہتر ہوں گے اور مقامی کاروبار کے لیے نئے مواقع پیدا ہوں گے۔
ایف سی سائوتھ اپنی ذمہ داری کے علاقے میں سٹریٹجک اہمیت کے حامل منصوبوں کو سکیورٹی فراہم کر رہاہے،جن میں سی پیک روٹ پر گوادر سے ہوشاب تک ایم 8موٹر وے کاتعمیر شدہ حصہ اور ہوشاب سے ڈسٹرکٹ آواران تک ایم 8 موٹروے کا زیر تعمیر سیکشن ہے۔اس کے علاوہ

سیندک، ریکوڈک ، سہدل اور دودر کے کاپر اور گولڈ مائن منصوبے قابل ذکر ہیں۔ جہاں تک قومی اہمیت کے منصوبوں کا تعلق ہے، ایف سی سائوتھ جنوبی بلوچستان میں او جی ڈی سی ایل اور پی پی ایل کے تحقیقی کام کو سکیورٹی فراہم کررہی ہے۔ پانی کے منصوبوں میں میرانی ڈیم، تپک ڈیم، گیشکور ڈیم، گرک ڈیم، شادی کورڈیم اور شاپک ڈیم کی منصوبوں کو سکیورٹی فراہم کی جارہی ہے۔ اس کے علاوہ ایف سی سائوتھ اپنے زمہ داری کے علاقے میں مواصلاتی نظام کی بہتری کے لیے، جس میں زیر تعمیر سڑکوں مثلا تربت سے بلیدہ، تربت سے مند، بسیمہ سے خضدار، یکمچ سے خاران اور مکرکڑ سے پروم تک سڑکوں کو بھی سکیورٹی فراہم کر رہا ہے۔
جنوبی بلوچستان میں ملک وقوم کی حفاظت، سرحدی باڑ کی تعمیر، قانون کی عملداری، سٹریٹجک اور قومی اہمیت کے حامل منصوبے کی تحفظ کے دوران ایف سی کے سیکڑوںسپوت مادر وطن کے لیے جانوں کا نذرانہ پیش کر چکے ہیں۔ وطنِ عزیز کی حفاظت کی خاطر اپنی جان کا نذرانہ پیش کرنے والے جانبازوں کی داستانیں تو ہم نے بہت سی سن رکھی ہیں۔ ان داستانوں میں جرات و بہادری کے قصے بھی ہیں اور عزم و استقلال کا ذکر بھی۔ یہ داستانیں تاریخ کے اوراق میں سنہرے حروف میں لکھے جانے کے قابل تو ہیں ہی، مگر اس کے ساتھ ساتھ یہ ہمارے لیے مشعلِ راہ کا درجہ بھی رکھتی ہیں۔ یہ وہ لوگ ہیں جنہوں نے جان تو دے دی مگر اپنے ملک کے باسیوں پر کوئی آنچ نہ آنے دی۔ ان جانبازوں کو جب بھی پاکستان کے غیر مسلح مگر غیور عوام کی حفاظت کا فرض سونپا گیاتو انہوں نے اپنی ہمت سے بڑھ کر اس ذمہ داری کو نبھایا۔
خونِ دل دے کر نکھاریں گے رخِ برگِ گلاب
ہم نے گلشن کے تحفظ کی قسم کھائی ہے
تعلیم کے میدان میں خدمات۔
بلوچستان رقبے کے لحاظ سے پاکستان کا سب سے بڑا اور آبادی کے لحاظ سے سب سے چھوٹا صوبہ ہے ۔یہ صوبہ قدرتی وسائل سے مالا مال ہے۔ زیور ِتعلیم سے آراستہ قومیں ہی ترقی کی اعلی راہیں طے کرتی ہیں اور ہر قوم کا روحِ رواں نوجوان طبقہ ہوتا ہے ۔ ایک تعلیم یافتہ نوجوان نہ صرف ملک کی ترقی میں اہم کردار ادا کرتا ہے بلکہ وہ معاشرتی برائیوں کا حصہ نہ بنتے ہوئے ، ملک کو درپیش اندرونی اور بیرونی چیلنجز خاص طور پر دہشت گردی کے خلاف بھی ایک مضبوط دیوار ثابت ہوتا ہے۔ بلوچستان کی شرح خواندگی اس تناسب سے نہیں بڑھی جیسے دوسرے صوبوں میں بڑھی ہے۔ شاید انہی وجوہات کی بنا پر بلوچستان میں قیامِ امن کی اپنی اولین ذمہ داری کے علاوہ ایف سی بلوچستان (سائوتھ)تعلیم کے میدان میں بھی گراں قدر خدمات سر انجام دے رہی ہے ، جس کا زندہ ثبوت ایف سی بلوچستان (سائوتھ)کے اپنی ذمہ داری کے اضلاع میں 2 ایف سی کالجز ، 5 ایف سی ہائی سکولز،1ایف سی مڈل سکولز اور 2 ایف سی پرائمری سکولز چلا رہی ہے۔ ان سکولوں میں 458 بچوں کو مفت تعلیم اورمفت یونیفارم اور کتابیں بھی فراہم کی جارہی ہے۔ ان سکولوں میں تقریبا 230 اساتذہ اور 90انتظامی /ذیلی عملہ کام کر رہا ہے جو کہ مقامی آبادی کے پڑھے لکھے اور ضرورت مند افراد کے لئے روز گار کا مئوثر ذریعہ بھی ہے۔ ان کے علاوہ 93 سے زائد تعلیمی وظائف کے ذریعے ذہین اور ضرورت مند طلبا کو پروان چڑھانا شامل ہے۔ اگر یونیورسٹی آف تربت کی بات کی جائے تو ایف سی سائوتھ نے طلبا کے آمدورفت کے لیے چھ بسیں فراہم کی ہے جس کے سالانہ اخراجات ایک کروڑ روپے سے زیادہ ہے، یونیورسٹی کے 110 طلبا میں لیپ ٹاپ تقسیم کیے گئے، تربت ایشیا کے سب سے گرم ترین شہر وں میں شمار کیا جاتا ہے، اس لیے طلبا اور فیکلٹی کی آرام کو ملحوظ خاطر رکھتے ہوئے ایف سی سائوتھ نے یونیورسٹی کو 68انورٹر اے سی فراہم کئے جس پر تقریبا ایک کروڑ روپے خرچ کئے گئے۔ مکران میڈیکل کالج کے طلبا کے لیے جم کے آلات کی خریداری پر 10 لاکھ روپے خرچ کیے گئے۔
اس کے علاوہ جنوبی بلوچستان کے علاقے آواران، خاران، تفتان، بلیدہ، مند، تمپ، تربت اور پنجگور کے دوردارز علاقوں کے سرکاری سکول بنیادی ضرورتوں سے محروم تھے۔ عوام کی ان محرومیوں کو مدنظر رکھتے ہوئے ایف سی بلوچستان (سائوتھ) نے پہلے سے موجود18 خستہ حال گورنمنٹ سکولوں کی ازسرنو تعمیر کی، جو چاغی، چاربان، نوک آباد، علی دوست، جانباز، لیجی، کلگ، ابدوئی بارڈر، خاداداب، غلام بازار، بلگتر، بلور، تمپ، بلوچ آباد، گابرد، جلبانی اور کدن میں واقع ہیں۔ 5 گورنمنٹ سکولوں میں لائبریریاں قائم کیں، جو پنجگور، گوارگو، پروم، بل نگور اور کالاگ میں واقع ہیں۔ 13 سکولوں کی سولرازیشن (شمسی توانائی پر منتقلی)کی گئی، مزید 56سکولوں کے لیے کرسیاں، 5000 طلبا کے لیے سکول بیگ، یونیفارم اور اسٹیشنری آئیٹم فراہم کی گئی۔ مختلف علاقوں کے سرکاری سکولوں میں اساتذہ کی کمی کے پیش نظر ایف سی سائوتھ نے طلبا کو بہتر تعلیم فراہم کرنے کے لیے 17 مقامی اساتذہ فراہم کیے جن کی تنخواہوں کے اخراجات ایف سی ساتھ برداشت کررہی ہے۔
ایف سی سائوتھ نے پنجگور میں گلوبلی اورینٹڈ لائنز آف ڈویلپمنٹ سینٹر قائم کیے ہیں۔ یہ مرکز نوجوانوں کو خصوصی تعلیم دینے میں اہم کردار ادا کر رہا ہے، جیسا کہ چینی زبان، اسلامی تعلیم، کمپیوٹر مینجمنٹ وغیرہ۔ یہاں تک کہ ایف سی ساتھ نے خصوصی بچوں کی فلاح و بہبود کو بھی نظر انداز نہیں کیا ہے اور خاران میں خصوصی بچوں کے لیے ایک سکول بھی قائم کیا ہوا ہے۔ جہاں اس وقت 52 خصوصی بچے زیر تربیت ہیں۔ یہ سکول ان خصوصی بچوں کی تربیت کر رہا ہے جو بصارت سے محروم، سماعت سے محروم اور ذہنی اور جسمانی طور پر معذور ہیں۔ یہ سکول دس تدریسی اور انتظامیہ کے اہلکاروں پر مشتمل ہے، جن کی تنخواہوں کے اخراجات ایف سی ساتھ برداشت کررہی ہیں۔ تعلیم کی وجہ سے ہونے والی یہ تبدیلی نہ صرف مثبت ہے بلکہ دیر پا بھی ہے، اس لئے ایف سی بلوچستان (سائوتھ) بلوچستان کے نوجوانوں کو معیاری تعلیم دینے اور ہمارے حقیقی دفاع کو مضبوط بنانے میں د ن رات کوشاں ہے۔
طبی امداد کی فراہمی:
جنوبی بلوچستان کے بیشتر علاقوں تک رسائی بہت مشکل اور دشوار ہے۔ ایف سی بلوچستان سائوتھ جنوبی بلوچستان کے تمام اضلاع کو مستقل بنیادوں پر طبی امداد فراہم کر رہی ہے۔ یہ امداد ان لوگوں کے لیے کسی نعمت سے کم نہیں جو دور دراز علاقوں میں رہتے ہیں یا مالی وسائل کی کمی کی وجہ سے سفری اخراجات کا بوجھ نہیں اٹھا سکتے۔ 2019 سے اب تک ایف سی سائوتھ نے جنوبی بلوچستان کے دور دراز علاقوں میں 125 فری میڈیکل کیمپس کا انعقاد کیا ہے۔ جس میں مجموعی طور پر 52,317 افراد کو طبی امداد اور ادویات فراہم کی گئی ہیں اور بیماریوں کی تشخیص کے لیے 47,382 لیبارٹری ٹیسٹ کئے گئے ہیں۔ایک میڈیکل کیمپ کے انعقاد پر صرف ادویات اور لیبارٹری ٹیسٹنگ پر 60,000 سے 70,000 روپے خرچ ہوتے ہیں۔ اس کے علاوہ چار بنیادی طبی مراکز کی تعمیر نو، مختلف علاقوں میں طبی مراکز کو اینٹی وینم اور اینٹی ریبیز ویکسین کی فراہمی پر اب تک تین کروڑ روپے خرچ کیے جا چکے ہیں۔

صاف پانی کی فراہمی کا زکر کیا جائے تو اس سلسلے میں ایف سی ساوتھ نے 18 واٹر سپلائی سکیمیں تعمیر کی ہیں۔ جس میں جو کلی کرد، علی دوست، لحریب، کلی حاجی, کلی سنجار، پتکوک، کلگ، نالونج، دشتوک, چوربازار، ابدوئی اور ملن کلی شامل ہیں۔ اس کے علاوہ 14مختلف علاقوں میں شمسی توانائی پر چلنے والی اراو -واٹر فلٹر یشن پلانٹ تعمیر کئے گئے ہیں، مجموعی طور پر پانی کی منصوبوں پر 59 ملین روپے خرچ کئے جاچکے ہیں۔
کھیلوں کے فروغ اور نوجوانوں کی دلچسپی:
ایف سی بلوچستان ساوتھ نے کھیلوں کے فروغ کیلئے 14 مقامات پر کھیلوں کے میدان تعمیر کیے گئے،جو علی دوست، نوک آباد، کلگ، نولنج، نوانو، گیلسار، گرداک، گینا، دنک، گوگدان، کپکپار، بلنگود، کدن اور گورک باغ میں واقع ہیں۔ اس کے علاوہ ضلع کیچ کی 50 ٹیموں، ضلع واشک کی 44ٹیموں، ضلع خاران کی 9ٹیموں اور ضلع چاغی کی 16ٹیموں کو کھیلوں کے آلات اور کٹس فراہمی کیے گئے ہیں۔ کھیلوں کی ان کاوشوں پر آب تک تین کروڑ روپے خرچ کیے جاچکے ہیں۔ایف سی سائوتھ نے پرامن طریقے سے 2 مارچ 2022 کو بلوچ کلچر ڈے کا انعقاد کیا، جو خطے کی تاریخ میں اب تک کی سب سے بڑی ثقافتی تقریبات میں سے ایک ہے۔ ایف سی سائوتھ نے اس پروگرام انعقاد پر ایک کروڑ روپے کے اخراجات برداشت کیے۔

ایف سی بلوچستان سائوتھ نے مختلف اوقات میں آنے والی قدرتی آفات میں صوبائی حکومت کی ہر ممکن مدد کی ہے، لوگوں کو بچایا بھی اور ریلیف بھی بروقت فراہم کیا ہے۔ بحالی کے کاموں میں اپنے تمام تر وسائل کو بروئے کار لاتے ہوئے لوگوں کی شاندار خدمت کی ہے۔ گزشتہ سال کی طوفانی بارشوں اور سیلاب کی وجہ سے بلوچستان کے طول و عرض میں بڑے پیمانے پر تباہی پھیلی، جنوبی بلوچستان کھجور کی فصل کو ناقابل تلافی نقصان پہنچا۔ذرائع آمد و رفت شدید متاثر ہوا۔بلوچستان میں ان تمام حالات میں ایف سی نے منظم اور فعال انداز میں شاندار اور بروقت خدمات انجام دی ہیں۔ اس کے علاوہ ایف سی بلوچستان ساوتھ نے پولیو مہم اور مردم شماریوں کی ٹیموں کو فرائض کی انجام دہی کے لیے سازگار ماحول مہیا کیا اور تمام تر ممکنہ سہولتیں فراہم کیں۔
بلاشبہ ملک کی بقا و سلامتی ہو یادہشت گردی کے سائے ہوں یا پھر کسی بھی قسم کی قدرتی آفات، ایف سی سائوتھ کے جوانوں نے ہمیشہ لبیک کہتے ہوئے آگے بڑھ کر اور بلوچ بھائیوں کی امیدوں پر پورا اترتے ہوئے اپنا لوہا منوایا۔ اور ایسے منصوبوں کا آغاز کیا جس سے یہاں کے نوجوانوں کواپنے پائوں پر کھڑے ہونیکے ساتھ ساتھ باعزت روزگار کمانے کے مواقع فراہم ہوئے تاکہ یہاں کا ہرنوجوان بھی حلال روزگار کے ساتھ ملکی اور عوامی خدمت میں اپنا بھرپور کر دار ادا کر سکے۔

Winning Hearts in Combat Zone: The Story of Dewagar, North Waziristan​


Dewagar is the border town of Tehsil Ghulam Khan in North Waziristan. This valley comprises six villages with a population of approximately 3500. The area has remained a hotbed of insurgency, disrupting civic facilities and the rural economy. To relieve the population, Pakistan Army is reaching out to restore their confidence and uplift the community.

Winning Over the Population
In militancy-prone areas, population’s trust is a deciding factor. In Dewagar, the population was won over through enhanced interactions and providing relief in many spheres. Every social segment was engaged, including tribal elders, widows, youth, and kids, which helped in understanding the needs of each segment.

Revival of Education

Educating youth is the best long-term way to expose twisted terrorist ideologies and block their potential recruitment. There were four Government Boys Schools in Dewagar, and all were non-functional due to absentee teaching staff.
The Local Army Unit made considerable efforts to revive education in the area. After liaison with government’s education authorities, all four schools have been revived. Five hundred seventy-five boys are studying with substitute teachers. There was no school building for girls in the area. Three girls’ schools have been established with an intake of 151 girls. These schools have been established as evening shift schools in the same building as boys’ schools to provide equal opportunities to girls in the area. Amongst these, Dewagar Public School is an iconic project established with the support of Commander 11 Corps. Distance Learning Initiative was introduced, and an Islamabad-based M. Phil teacher was hired to provide quality online education to tribal kids through smart classrooms. Technology Literacy Corner has been established to provide computer education to kids.
Moreover, a state-of-the-art Montessori Playroom has also been established. Nine boys were selected and sent to Formation Boys Hostel in Miranshah for the provision of quality education. In total, 726 boys and girls have been enrolled in schools of Dewagar, thus raising the literacy rate from the previous 2 percent to 20 percent.
Health Facilities
The best WHAM (Winning Hearts and Minds) is helping people in times of their suffering. There were two Government Community Health Centers (CHCs) in Dewagar, and both were non-functional due to the absence of requisite facilities and staff. In order to provide essential medical services to locals, Army Welfare Clinic, Dewagar was established in February 2023. The Regimental Medical Officer of the local Infantry Unit has been deputed to check and treat the patients daily. Pakistan Army is purchasing requisite medicines for the clinic. Local chromite contractors also donate medicines as a part of community service. Since the inauguration, 750 tribal men, women, and kids have been treated at Army Welfare Clinic.

Functioning of Water Supply Scheme
Water is a very basic and essential amenity, especially in the tough terrain of North Waziristan. Water Supply Scheme (WSS) of Kadi Khel village was non-functional due to a dispute over monthly contributions. A few low-income families had been unable to pay that amount for the last two years. Pakistan Army paid for those families, repaired a few broken accessories, and made this WSS functional for the complete village. One more WSS has also been approved under the Sarhad Rural Support Programme (SRSP) and will be implemented shortly.

Chromite Exploration
In order to promote business in the area, chromite mining in the area was operationalized, which had been stalled due to security concerns since 2014. Starting in November 2022, over 1715 chromite tons were excavated worth Rs. 257 million. Chromite excavation has given a fillip to many associated businesses and has created 500 direct and indirect jobs. Locals get a direct tribal share of chromite besides working as laborers in the mines.
Youth Engagement
The youth was actively engaged through concerted efforts. Many sports events were organized, besides establishing cricket, football, and basketball grounds in Dewagar. Cricket matches of the Pakistani team during the T20 World Cup were live screened in Dewagar to engage the tribal youth.

SIFC and LIMS: Empowering Pakistan's Economy Through Foreign Investment and Modern Agriculture​


This article focuses on the Special Investment Facilitation Council and the Land Information and Management System as instrumental initiatives to revitalize Pakistan's economy. The establishment of Special Investment Facilitation Council (SIFC) is undoubtedly a much-needed breath of fresh air for Pakistan's economy, currently grappling with an economic crisis. The civil-military alliance has carefully crafted a comprehensive long-term strategy that seeks to unlock the untapped potential of Pakistan's 240 million people and resource-rich terrain by attracting foreign direct investment. SIFC will be a permanent one-window operation aimed at removing all obstacles, and bureaucratic red tape is what distinguishes the effort from others.
Prime Minister Shehbaz Sharif, accompanied by Chief of the Army Staff (COAS) General Syed Asim Munir inaugurated the Land Information and Management System Center of Excellence (LIMS-COE) on July 7, 2023. It is the first comprehensive government initiative for the development of the agricultural sector in the country’s history. LIMS-COE is a project of the government and Pakistan Army to promote modern agriculture, whereas the establishment of LIMS will help revolutionize the agriculture sector in the country.
Major General Shahid Nazeer, who heads the LIMS-COE, told reporters at a briefing, "Aimed at enhancing modern agro-farming utilizing over 9 million hectares of uncultivated wasteland, the LISM-COE has been established under Director General strategic projects of Pakistan Army.”

LIMS will establish direct market connectivity for farmers, enabling them to connect with buyers and access lucrative opportunities. By utilizing modern technologies and techniques on currently unproductive or underutilized agricultural lands, the system will facilitate increased agricultural production contributing to the overall growth of the sector.

Under the banner of LIMS, numerous modern farming projects have been launched, encompassing a total area of 4.4 million acres. These projects are distributed across different provinces, with 1.3 million acres in Punjab, 1.3 million acres in Sindh, 1.1 million acres in Khyber Pakhtunkhwa, and 0.7 million acres in Balochistan. The project entails the construction of new canals and the adoption of modern irrigation techniques such as drip, sprinkler, and circular irrigation.
Furthermore, LIMS will establish direct market connectivity for farmers, enabling them to connect with buyers and access lucrative opportunities. By utilizing modern technologies and techniques on currently unproductive or underutilized agricultural lands, the system will facilitate increased agricultural production contributing to the overall growth of the sector.

SIFC is envisioned as a permanent one-window operation, dedicated to eliminating obstacles and bureaucratic red tape, setting it apart from other initiatives. To ensure optimal results, three special committees have been established:
Apex Committee. Consisting of Prime Minister Shehbaz Sharif, COAS, General Syed Asim Munir, and Federal Ministers, the Apex Committee will convene monthly to oversee the overall operations.
Executive Committee. Minister for Planning will lead the committee, and the Ministers of Defense, Petroleum, and IT will be a part of it. Provincial Chief Secretaries, the Secretary of Board of Investment, and Secretaries of Provincial Ministries will also be part of the Executive Committee.
Implementation Committee. The committee will meet every week, which will be led by a Special Assistant to Prime Minister.

According to the World Food Programme, 36.9 percent Pakistanis are food insecure, and 18.3 percent of them are facing a severe food crisis. The initiative primarily aims to curtail domestic agricultural imports, boost exports, and fulfill the escalating food demands of the nation's growing population. As a result of this initiative, job opportunities will be generated for the country's populace. Moreover, it would raise awareness among farmers about climate change, enable crop monitoring through satellites, and provide valuable insights on fertilizer, water, and spray requirements for agricultural lands. In addition, this initiative would facilitate the use of unirrigated and unused land, contributing to resource generation and sustainable development.
Saudi Arabia and other foreign investors are keen on investing in Pakistan across four key sectors, with agriculture ranking as the top priority. Saudi Arabia has provided an initial USD 500 million investment to improve the country’s irrigation sector. The other sectors of interest include defense production, information technology, as well as mines and minerals. Collaborative projects with Saudi Arabia, China, the United Arab Emirates, Qatar, and Bahrain are set to significantly boost Pakistan's exports. These partnerships encompass various areas of cooperation, such as agriculture, crops, including wheat, cotton, rice, sunflower, and fruits, as well as poultry, solar systems, and wind energy.

The initiative primarily aims to curtail domestic agricultural imports, boost exports, and fulfill the escalating food demands of the nation's growing population.

SIFC stands as a promising initiative with the potential to significantly elevate Pakistan's economy. However, the council must navigate certain challenges to ensure its success. The successful implementation of SIFC and LIMS will require strong coordination and collaboration between various stakeholders, including government authorities, the military, and international partners. The efficient functioning of the special committees, namely the Apex, Executive, and Implementation committees, will be pivotal in ensuring the effective execution of these plans.
The success of the SIFC in transforming Pakistan’s economic direction hinges on three crucial factors: robust regulatory frameworks, transparency, and streamlined bureaucratic processes. Implementing these factors will be vital to attract and retain investors. Additionally, fostering a business friendly environment through tax incentives, legal protections and infrastructure development will further incentivize investment inflows.

SIFC and LIMS stand as two pivotal pillars in Pakistan's journey towards economic revival. They represent strategic moves that, when implemented successfully, have the potential to revitalize the nation's economy, promote job creation, alleviate food insecurity, and foster sustainable growth.

To succeed, Pakistan can take inspiration from other countries that have successfully attracted foreign investment. Singapore’s Economic Development Board, India’s National Investment Promotion and Facilitation Agency, China’s Council for the Promotion of International Trade-Investment Promotion Agency, and Australia’s Australian Trade and Investment Commission all serve as models for Pakistan’s SIFC.
Effective implementation, a supportive business environment, and efforts to enhance human capital are the key to success of this initiative. To overcome historical changes of policy continuity, effective communication and collaboration between civil and military leadership are essential for SIFC to thrive. By employing the right strategies and demonstrating unwavering commitment, SIFC holds the potential to reshape Pakistan’s economic landscape and guide the nation towards a prosperous future.
In conclusion, SIFC and LIMS stand as two pivotal pillars in Pakistan's journey towards economic revival. They represent strategic moves that, when implemented successfully, have the potential to revitalize the nation's economy, promote job creation, alleviate food insecurity, and foster sustainable growth. Green Pakistan: A Game Changer Under Special Investment Facilitation Council​


The government created the Special Investment Facilitation Council as a special venue for facilitating investments and enhancing the country's economic environment. Pakistan Army is actively supporting this initiative significantly, as this platform is critical for fostering an atmosphere favorable for the revival of the economy.

In recent years, Pakistan has made great strides to promote homegrown enterprises and draw in foreign investment. In keeping with this goal, the government created the Special Investment Facilitation Council (SIFC) as a special venue for facilitating investments and enhancing the country's economic environment. Pakistan Army is actively supporting this initiative significantly, as this platform is critical for fostering an atmosphere favorable for the revival of the economy.
According to estimates, food production must increase by at least 40 percent until 2025 to meet the long-term demands of the 33 percent predicted increase in population. The idea of sustainable intensive farming and corporate farming employing contemporary methods offers a potentially effective way to increase food security and improve people's standard of living.

With about 224 million citizens, Pakistan is the sixth-most populous nation in the world. One hundred thirty-six million people, or around 64 percent of the population, reside in rural areas. Agriculture is the bedrock of these rural areas' economy, along with livestock and fisheries, enabling most of the rural population to sustain their livelihood. The agriculture industry, however, has confronted a perpetual decline in taxing the nation's GDP; it was over 60 percent in 1949-1950 and is now only about 23 percent.
The geometric growth of the population puts tremendous pressure on the arithmetically slow growth of the food supply. The pace of consumption is outpacing that of production. The figures below compare the production and consumption patterns since independence and projections for 2029-2030.

Implementation of the Financial Action Task Force Plan, combating COVID-19 through a joint apparatus of National Command and Operation Center, resolving complicated issues like Reko Diq, and development projects in erstwhile FATA and Balochistan are reflective of collaborative efforts of the government and Pakistan Army.

Pakistan is confronted with a magnitude of challenges in the agriculture sector, which has a substantial negative effect on the overall economic health of the country:
Rapid Population Growth. Pakistan's population is expanding quickly, placing an additional burden on the country's already overworked agriculture industry to increase food production.
No Foreign Investment. Pakistan has always fallen short of evolving a conducive environment to attract foreign investment. With its massive potential, the agriculture sector could have contributed immensely to boosting our economy through Foreign Direct Investment (FDI).
Lack of Modern Agricultural Techniques. Traditional agricultural practices are still used by most farmers in Pakistan, which negatively impacts production and efficiency.
Land Degradation. Crop yield and agricultural sustainability are negatively impacted by soil erosion and land degradation.
Lack of Irrigation Facilities. Only about 28 percent of the cultivable land is irrigated compared to 80 percent in India. This is because of the lack of an efficient water management system and poor infrastructure.
Poor Crop Yields. Pakistan's average crop yield is two metric tons per hectare, much lower than the global average of four metric tons. This is mainly due to outdated farming methods, obsolete technology, and the shortage of quality seeds.
Unfair Water Distribution. Around 55 percent of the agricultural income comes from Sindh province, contributing only about 28 percent to the agricultural output. Moreover, 80 percent of Pakistan's agriculture is rain-fed. This indicates that climate change affects agriculture disproportionately in Pakistan.
Lack of Post-harvest Infrastructure. Farmers often do not store their products properly due to a lack of cold storage and storage facilities and sell them at lower than market prices.
Limited Access to Financing. Only a small percentage of the farmers have access to institutional finance, which hampers their productivity.
Special Investment Facilitation Council
Collaboration between the government and Army has always been productive in various facets of the country's socioeconomic development. As the 21st century military is not limited to martial activities, the forces of developed countries such as the U.S. and China take on additional roles, including diplomatic and development functions such as economic development, institution-building, the rule of law, promoting internal reconciliation, good governance, providing basic services to the people, and strategic communications along with security, which is the primary objective of the armed forces. Implementation of the Financial Action Task Force Plan, combating COVID-19 through a joint apparatus of National Command and Operation Center, resolving complicated issues like Reko Diq, and development projects in erstwhile FATA and Balochistan are reflective of collaborative efforts of the government and Pakistan Army. Under the overall ambit of SIFC, the agriculture sector's immense potential is to be tapped to accrue the desired dividends compatible with our inherited potential. This collaboration, under the overall realm of SIFC, will encompass the following areas attracting FDIs, creating opportunities for the agricultural-based domestic population, and increasing the export of agricultural products minimizing the existing quantum of imports taxing our economy.

By leveraging various entities' expertise, resources, and technology coupled with modern irrigation systems, we shall revolutionize our agricultural sector horizontally and vertically and ensure food security for our nation.

Land Information Management System (LIMS). To avail the multiple expertise of Pakistan Army, the "Land Information and Management System (LIMS) Center of Excellence (CoE)" has been established under the Director General Strategic Projects by the Adjutant General Branch, GHQ. This will be a paradigm shift in the approach to land administration and agricultural development. This state-of-the-art system will revolutionize the means to steer agricultural development through real-time information about the land, crops, weather, water resources, and pest handling under one roof. By leveraging various entities' expertise, resources, and technology coupled with modern irrigation systems, Pakistan shall revolutionize the agricultural sector horizontally and vertically and ensure food security for the nation. Through real-time data collection, analysis, and reporting, it will have the necessary insights to make informed decisions, identify challenges, and implement timely interventions for improved production. LIMS will enormously assist in digital farm planning and ultimately lead to substantial yield by exploiting the true potential of a particular chunk of land.

Availability of Land, Infrastructure, and Irrigation Facilities. Under the single window operation of SIFC aimed at easing business prospects, foreign investors will be facilitated in acquiring suitable land for corporate farming. Through the application of LIMS, potential of land for crops, orchards, vegetables, and fodder will be identified to facilitate investors. Assistance will be offered regarding providing infrastructure and allied facilities to enable investors to yield maximum benefits. These facilities will include a robust and uninterrupted irrigation water supply through the best possible means. SIFC is looking at employing advanced and worldwide-tested irrigation means for this purpose. Efforts are being made at the highest forum to expedite strategic irrigation projects, including Thar, Thal, and Kachhi canals. The construction of check dams for flash floods and new canals for flood control will be prioritized. Moreover, adopting high-efficiency irrigation techniques such as modular drip, sprinkler, pivot, and sub-surface irrigation will be incorporated. These facilities are to be supported with enduring energy resources through solar power.

Legal and Regulatory Framework. The snag of arduous and complicated legal challenges discourages potential investors from acquiring and maintaining lands in Pakistan. In investing in this field, multiple channels and varying legal formalities are a predicament. Investors, entrepreneurs, and business groups are deterred by bureaucratic hurdles, dealing with multiple licensing and regulatory authorities. They are accustomed to streamlined processes and incentives provided through centralized operations. SIFC has been established to address these issues specifically. It is evolving a comprehensive legal and regulatory framework and apparatus to ease out potential investors under the one window operation. Litigation-free availability of lands will considerably reduce the risk factors and encourage FDI and domestic farmers.
Livestock and Dairy Farming. A significant component for the revival of the economy, livestock and dairy farming is also regarded as a potential area for investment. Establishing a corporate dairy farm is key to attracting foreign and domestic investment. SIFC aims to construct livestock farms at reduced expenses to facilitate investors. Special emphasis is being laid on breeding quality animals within quarantined breeding facilities.
SIFC aims to achieve the revival of Pakistan's economy by converting uncultivated or barren land into cultivable productive land and utilizing modern agricultural technologies to address the challenges of rising food insecurity. SIFC is not only about winning new investments, but also about saving the ailing economy. Collaboration with Saudi Arabia, China, the UAE, Qatar, and Bahrain for various agricultural projects will enhance our exports, boosting the socioeconomic development of Pakistan.
