IMQ, Jakarta - Consortium of SOEs, Petrotrade Laos Public Company, and HT Investment Construction Management Co. Ltd., Vietnam signed the railroad development development agreement.

Such is the press release of the Ministry of SOEs on Thursday (10/17).

The Indonesian Consortium consists of 4 SOEs, namely PT INKA (Persero), PT LEN (Persero), PT Waskita Karya (Persero) Tbk, and PT KAI (Persero).

The railroad project that will be carried out by the BUMN consortium is the construction of railroad infrastructure and facilities from Thakhek District, Laos, to Vung Ang Port Vietnam along 195 km.

The signing of the Joint Development Agreement is a follow-up to the Memorandum of Understanding (MoU) between IRDC and Petrotrade, which was signed by both parties on June 25, 2019. The MoU contained an agreement between the parties for logistics and infrastructure development in Laos.

In addition to the signing of the Joint Development Agreement, the signing of the Laos-Vietnam Complete Railway Detailed Design Detailed Railway Project between the Government of the Democratic Republic of Laos and the Lao Public Petroleum Trading Company, Laos.

Very weird. Vietnam need this railway so much, what blocked the project?
 
So I suppose the formation would be like:

PT INKA: Project manager, loco and coaches supplier
PT LEN: Signals, electrical controls
PT KAI: Train management
PT Waskita: Physical infrastructure

Railway projects in Vietnam, regardless of involving Korea, Japan or China are very corrupt. Vietnam's Ministry of Transport is known for its incompetence, and corruption. The non-corrupt leader is currently in prison for a split within the communist party. The Lao government is a version of the Vietnamese government

Dinh la Thang is one of the rare leaders who are not involved in corruption in Vietnam. Under his leadership, many highways in Vietnam were opened. I consider him as liu zhijun in Vietnam. He also said that he had only an apartment. Personaly, I believe for that. Nguyen Tan Dung was a Vietnamese wrong choice, he pulled back Vietnam for at least 10 years, under his leadership, a series of state-owned enterprises were failed. The equitization makes a part of the leadership richer base on state assets. Nguyen Tan Dung's children were also very rich and were leader of a province when they were very young. Vietnam also has the concept of 太子党. But In China, China's leadership position dispute is more intense leading to more talented and visionary leaders. Vietnam is judgling a lot of leaders who used money to take their children into universities. They use money and relation to fix points. This exam is equivalent to 高考 in China. Ironically, because they added more points into these exam, resulting in a difference of points compared to other provinces and were discovered by netizens. That's how corrupt Vietnam is
