China's vice-president, Zheng Dejiang, met with civil and military leaders in Pakistan on 9-10 June in a visit surrounded by reports of a major new defence deal under discussion that would see Pakistan buying at least three Chinese submarines.

Speaking to Jane's on 9 June, a senior Pakistani government official said the Pakistan Navy began discussions with "the Chinese authorities last month for an eventual submarine deal" for up to three or four boats, but declined to specify the types or terms under discussion.

China has a long history of helping Pakistan overcome shortages of key military hardware, notably the hardware it was denied by the Western world following sanctions imposed from 1990 in response to Pakistan's nuclear weapons programme.

The Pakistani government official who spoke to Jane's on 9 June said that it was vital for the navy to acquire more submarines to offset "the pressure we will definitely come under" due to the rapid expansion of India's naval capability. "Our Chinese brothers have always come to our help and we are asking them for assistance once again," he said.

Although neither China nor Pakistan have ever publicly revealed the terms of their past financial arrangements, defence analysts say that China continues to offer long-term loans to Pakistan on concessional terms, allowing the country to continue with its military hardware purchases.

Pakistan begins submarine procurement talks with China

Farhan Bokhari JDW Correspondent - Islamabad

China's Vice-President, Zheng Dejiang, met with civil and military leaders in Pakistan on 9-10 June in a visit surrounded by reports of a major new defence deal under discussion that would see Pakistan buying at least three Chinese submarines.

Speaking to Jane's on 9 June, a senior Pakistani government official said the Pakistan Navy began discussions with "the Chinese authorities last month for an eventual submarine deal" for up to three or four boats, but declined to specify the types or terms under discussion.

China has a long history of helping Pakistan overcome shortages of key military hardware, notably the hardware it was denied by the Western world following sanctions imposed from 1990 in response to Pakistan's nuclear weapon programme.

Collaboration with China on the JF-17 Thunder fighter followed a memorandum of understanding signed in 1995. Even though US sanctions on Pakistan were lifted about a decade ago, the Pakistan Air Force (PAF) plans to acquire up to 250 JF-17s over the next five to 10 years and began inducting the aircraft in 2009. Meanwhile, the PAF is acquiring a mix of old and new F-16s.

Over the past five years the Pakistan Navy has considered the French Scorpene and German Type 214 designs to meet the requirement of its next-generation submarines.

In 2009 a senior Pakistan Navy official told Jane's that Islamabad and Berlin were "very close to an agreement for at least three of the Type 214" boats. However, Pakistan's financial constraints have in part delayed a final agreement.

Pakistan ordered three Agosta 90B submarines in the early 1990s from French shipbuilder DCNS. Presently, the navy plans to equip two of the three submarines with a MESMA (Module d'Energie Sous-Marine Autonome) air independent propulsion (AIP) system. With a power output of 200 kW, the AIP system is able to quadruple a submarine's dive performance at 4 kt, enabling it to carry out extended underwater operations of two weeks or more. The third boat, which was commissioned in 2008, is already fitted with the MESMA system.

The Pakistani government official who spoke to Jane's on 9 June said that it was vital for the navy to acquire more submarines to offset "the pressure we will definitely come under" due to the rapid expansion of India's naval capability. "We are in no position to match boat for boat, but it is essential that an element of deterrence must be maintained. Our Chinese brothers have always come to our help and we are asking them for assistance once again," he said.

Although neither China nor Pakistan have ever publicly revealed the terms of their past financial arrangements, defence analysts say that China continues to offer long-term loans to Pakistan on concessional terms, allowing the country to continue with its military hardware purchases.

Well here is my take, Pakistan orders Chinese subs, coming on loans, while funds are saved, diverted to another important requirement (PAF), once that requirement is satisfied, then PN looks for either U-214s or Andrasta's or both.

if possible, Pakistan should buy most advanced submarine, but quantity must be rigorous limit, because Pakistan's bankroll not enough.

Good news a start somewhere tired of hearing of dead deals for the navy.. can anyshare the possible news subs pic's thx ?

Chinese subs are a good option to off set threats faced by the PN.
