During the cold war period the soviets lagged but they did catch up with the western systems..... Of course there is huge advantage in some western designs..... Considering the IN the Amur is still the best choice.
 
Indian plan to have 2 sub sqdn's one is russian and another is western and 3rd is Indian. India has 1 Sqdn's of Kilo class and 2nd will be Scorp from french and 3rd would be either german / french .

By that logic we would not have come out from Kilo class.... But I tend to agree with u here, again a French war machine would be tempting in terms of TOT.
