US Praises Pakistani Efforts to Recruit Tribes Against Militants

The top U.S. diplomat for South Asia is praising Pakistan's efforts to recruit local militias against Taliban and al-Qaida fighters in the country's volatile tribal regions. VOA's Barry Newhouse reports from Islamabad.

Assistant Secretary of State Richard Boucher said his conversations with Pakistani officials had focused on efforts to convince more people to join the fight against militants and extremist groups. He said he had been encouraged by the government's increased use of tribal militias known as lashkars.

In Bajaur, where Pakistani security forces have been battling al-Qaida and Taliban militants since August, Army spokesman Major General Athar Abbas said nearly 10,000 militia fighters from 3 local tribes have turned against the militants.

"These tribes, since they know these areas and locations in detail, they have also earmarked the houses of the militants. So wherever they require the support of the military, say by fire or physical engagement, the military responds to that," he said.

Tribes joining the government face fierce reprisals from militants. Boucher said in the past 6 months 100 to 200 tribal leaders have been killed by militants seeking to undermine the movement.

The U.S. diplomat also discussed efforts to modernize Pakistan's military and government to fight against terrorism. He said there are ongoing efforts to use American military trainers to teach paramilitary forces operating in the tribal regions.

Meanwhile, Pakistan's military said it is continuing to question 168 foreigners who were arrested near the northwestern town Darra Adam Khel in recent days. The military said it suspects many of the detainees, most of whom are believed to be from Uzbekistan and Afghanistan, are militants.

Italy on Monday appreciated Pakistan’s role in the war against terror and urged the world community to fully support it in its efforts. Italian Foreign Minister Franco Frattini and Foreign Minister Shah Mahmood Qureshi addressing a joint press conference here at the Foreign Office pointed at the threats facing the region and the world, due to terrorism.

Frattini said Italy was seeking to convene a conference of the regional countries and the stakeholders on the matter and to hammer out a joint strategy in this regard.

He also assured his country’s help for Pakistan in getting access to the European Union markets.

Both the sides spoke of the need to expand their trade, economic and cultural ties.

Shah Mahmood Qureshi said the two sides had detailed talks on bilateral affairs and the situation in the region.

The Foreign Minister of Italy also reaffirmed its support for enhancing political, economic and cultural cooperation at all levels with Pakistan and work together to promote relations between the two countries for the betterment of peoples.

The Italian Foreign Minister said his country intends to enhance economic and trade cooperation with Pakistan also and hoped that his visit will open new avenues of cooperation in this regard. He said Italy and Pakistan have common views on the UN reformation and his country that would be the President of G-8 next year would make efforts for reformation of all important international institutions including IMF so that they could work for socio-economic development of the poor people.


Regarding cooperation between the two countries Mr. Franco said Italy has invited Pakistani businessmen through Board of Investment to visit Rome and have interaction with the Italian entrepreneurs for promoting trade ties while Pakistan will invite Italians and the Foreign Minister will listen them on their problems specially security issues and solve them so that they could be attracted for investment in Pakistan.

He said Pakistan is rich in natural resource and Italy is ready to provide technical assistance to explore these resources for the benefit of both countries. He said he has come to Pakistan with a massage of confidence and working together with Pakistan for the development of peoples to two countries. Italy would consider for a development package of rebuilding of cultural heritage in Multan city that is five time ancient than Rome, he added.

Replying to a question, he said, “Italy intends a political solution of Afghanistan and wants to root out terrorists through local people by improving their socio-economic conditions.” He said Italy fully supports the sovereignty of all countries including Pakistan.

Foreign Minister Shah Mahmood Qureshi in his remarks said that they had a constructive and positive interaction on a number of global, regional and mutual issues and there was a convergence between the two sides.

He said the issues came under discussion include war on terrorism, UN reforms and Pakistani access to the European market and hoped a positive response from Italy.

He said both the countries have expressed willingness to expand economic cooperation besides agricultural and marble production as well as they intend to enhance people to people contact and cooperation in education.

He said Pakistan acknowledged Italian support of 7.7 million Euros for development SME sector. He said Pakistan has also requested Italy to convert loans into aid.

Shah Mahmood Qureshi said Pakistan supports dialogue with those who are not involved in terrorist activities but there is no way to negotiate with the terrorists or Taliban.

He said Pakistan is engaged for moving forward a political solution of the issue of terrorism, therefore, it has convened a peace jirga in Islamabad on 27th of this month that will help promote political engagement.

He said Pakistan is a moderate, progressive and liberal country and its thinking does not match with the Taliban.

He said, “We can talk to the political people for peace and development and a peaceful border but do not believe in talking with terrorists.”
 
every one understand our prob but only uncle sam need more more more i dont know what the need more i think one day they say us nuke this place for clean talibans
 
Bush administration is just trying to shift the blame of potential defeat in Afghanistan to Pakistan. No other reason to say "do more".
