Xinjiang water treatment plants ensure water quality up to the national standard in poor rural desert villages in S. Xinjiang. Investment 1.75 billion Yuan ( $250million) The project enabled rural population in the poorest desert regions in Xinjiang to access water matching the national water safety standard.

水厂总计投资5.4亿,有效解决了群众饮水安全问题。有效保障了水质、水量、用水方便程度、供水保证率四项指标均符合饮水安全标准。
Invested 540 million yuan ( $78 million), the water plants upgraded water quality matching all 4 drinkable water safety standard.
Villagers in the desert benefit from this project.

Only China is willing to spend billions for just hundreds of local isolated desert peasents. Many Americans here don't understand why China lost hundreds of billion on high speed railways, subways and highways but still builds them massively year on year, because they are public facilities, same as parks, museums, libraries, they are not designed to be profitable, China has way more other channels to make money but not from public infras. the government gets the money from the people and should spend them on the people, 取之于民用之于民。

This place is not so poor. There is water for agriculture use also but maybe the quality is not suitable for direct human consumption. This is a desert.

BTW China has used up all 100% Tarim river for agriculture -- one reason why the outflow of Tarim river LOP NOL will permanently remain a desert, This is a great achievement, turning desert environment into productive farmland.

Turning Xinjiang desert into fertile lush lands is always on China's to do list. several planned had submitted already for the central government assessment, the most discussed one is Hongqi River project.

The outflow of Tarim river is actually Lop Nur-- which was a seasonal lake. 1000 years ago, it was a permanent lake. Once China started massive agriculture in Xinjiang Lop Nur dries up.

Dont mis-understand me, I think this is a good thing.

Lop Nur is now Chinese weapon test site.
