Azad for 'joint management' of J&K trade, tourism

Ahead of External Affairs Minister Pranab Mukherjee's visit to Islamabad, Jammu and Kashmir Chief Minister Ghulam Nabi Azad on Thursday said that India and Pakistan could make headway on the Kashmir issue by working out a plan for "joint management" of trade, tourism and water resources in the two parts of the region.

Talking to reporters after a 30-minute meeting with Prime Minister Manmohan Singh, Azad said he hoped the discussions that have been taking place between New Delhi and Islamabad would be finalised so that the Kashmir issue was resolved for all time to come.

He was replying to a question on his expectations from Mukherjee's visit to Pakistan next week.

About the joint management formula mooted by Pakistan President Pervez Musharraf, Azad said, "Well, we can have joint management in tourism, water resources and trade between the two parts of Kashmir.

"At least there should be no problem from that side to such proposals. After all, they need to spell out what they mean by joint management. Such formulas need to be discussed in black and white rather than being heard only on radio and television," said Azad, who earlier met Mukherjee and Finance Minister P Chidambaram.

There is a good link on bbc that has possible solutions on the kashmir issue.The main points are that kashmir is unlikely to join india or pakistan.The prospects of a united kashmir as a nation are also slim.
The points that seem most likely to work are.

1.A smaller independent Kashmir
An independent Kashmir could be created from the Kashmir Valley - currently under Indian administration - and the narrow strip of land which Pakistan calls Azad Jammu and Kashmir. This would leave the strategically important regions of the Northern Areas and Ladakh, bordering China, under the control of Pakistan and India respectively.

2.Independent Kashmir Valley
Has been considered by some as the best solution because it would address the grievances of those who have been fighting against the Indian Government since the insurgency began in 1989.

There are seven scenarios.

I think Musharraf will take up the offer but respond by asking for joint management of other more important aspects. At least its a start as there seem to be a few things on offer for joint control...rest has to be negotiated. I would say its not too shabby a start given the dismal history of putting off Kashmir issue indefinetly.

That is the most idiotic senario painted by BBC in the article. The Kashmir issue is about the J&K of 1947.

Did BBC proclaim giving up Northern Ireland too? I doubt it.
Only one senario is plausible. Senario no. 2, of maintaining the status quo.
