Germany has shown its interest to invest in the Bangladesh Railways and construct new rail tracks on the Jashore's Navaron to Satkhira route.

German Ambassador Peter Fahrenholtz came up with the interest while meeting the Railways Minister Nurul Islam Sujan at his office on Thursday. Besides, Fahrenholtz has also shown interest to invest in other sectors of the country's railways.

The government is operating several projects to enhance the rail communications across the country, the Railways Minister informed the ambassador, adding that construction of new rail tracks on Cox's Bazar route is also underway.

Dhaka to Jashore rail tracks will be installed under the Padma Bridge project, the minister said, adding that construction of Bangabandhu rail bridge on the Jamuna River is also on the run.

The government has also initiated to turn most of the single line tracks into double lines, Nurul Islam said."Measures have been taken to bring all districts of the country under the railway network", he added.

He urged the German ambassador to invest in the country's railway sector for its upgradation with modern technologies.

The minister also sought assistance regarding training of Bangladeshi officials in Germany aiming to boost their technical skills.

Lawmaker of Satkhira-2 constituency, Mir Moshtaque Ahmed Robi, railways ministry's secretary, Md Selim Reza, director general of the ministry, Dhirendra Nath Mazumder were also present at the meeting among others.

People in BD have been hearing this little story of double-tracking since 1947 and the govt ministers are still parroting the same story.

At least, double-track the Dhaka-Chittagong route. I do not how many decades it will take but our Dhaka-resident @UKBengali does not want it. He wants to build bullet train lines in that segment at a $16 billion cost.

I hope, his dream will come true.

Bold part: Can someone please clarify this investment by Germany. Will the GoG or a private company invest money and operate the train?

Or the GoG wants to extend loans to the GoB for the construction of this railway?

I am really not sure what this news wants to say.
 
People in BD have been hearing this little story of double-tracking since 1947 and the govt ministers are still parroting the same story.

At least, double-track the Dhaka-Chittagong route. I do not how many decades it will take but our Dhaka-resident @UKBengali does not want it. He wants to build bullet train lines in that segment at a $16 billion cost.

I hope, his dream will come true.

Well even double tracking is expensive @bluesky bhai. It is not just track, the grade has to be raised up and doubled. Plus new stations have to be built too. Some station are still British era (such as Laksham junction).

Sahib won't come back and fix everything. Bangladeshi Company MAXX is involved in this Laksham-Akhaura project with Chinese consultancy firm. This project was supposed to be finished by 2020. It should be in the very last stages of completion.

The construction work of the remaining 72-km long dual gauge - double rail line on the Eastern Railway's between Laksam - Akhaura is progressing rapidly. The cost of implementing the project has been estimated around BD Taka 6,504 crore. The project work is expected to be completed within June 2020. If the project is implemented within a certain period of time, the country's railway sector will achieve unprecedented success. There will be a new episode in railway transportation of Bangladesh. Passengers will be able to go to Chattogram from Dhaka within three to four hours.

According to the Bangladesh Railway, the distance from Dhaka to Chittagong railway is 325 km via Brahmanbaria. Of these, dual gauge was only 118 km. After the year 2008, the government took initiatives for up-gradation of the entire Dhaka - Chittagong railway line into double line. In view of this, 253 km of the railway track has already been upgraded to dual gauge line. The remaining part was 72 km from Laksam - Cumilla - Akhaura which is also aiming to upgrade to dual-gauge double line by next June.

Construction work is underway at a rapid pace. The project to upgrade the Laksam - Akhaura Railway into dual gauge was approved on December 2014. The tender was called on May 2015 for the appointment of a contractor. The contract was signed with the contractor on June 2016. The Laksam - Akhaura Dual Gauge project is costing BD Tk. 6,504 crore and 55 lac. The Asian Development Bank (ADB) is giving a loan of Taka 4,118 crore 14 lac, the European Investment Bank (EIB) is giving Taka 1,359 crore 75 lac and the rest of the amount Tk 1,026 crore 66 lac is being provided from Bangladesh Government funds.

Under the Laksham - Akhaura Dual Gauge Railway Project, 144 km dual gauge main line and a 40.60 km loop line will be constructed. Railway sheet of 132 pound will be used in the main line and 90 pound sheet will be used in the loop line. In addition, construction of station building and modernization of the signaling system of 11 stations, 13 major and 46 minor bridges will be constructed between this rail line. Engineer's office of total 68,190 square meters will also be built.

China Railway Engineering Corporation, Tama Construction and Max Infrastructure (CTM Joint Venture) are working jointly as contractor for Laksham - Akhaura Railway development project. Already, about 65 percent of the overall progress of the Dual gauge work has been completed.

The construction of the Laksam-Akhaura project began on November 2016. The project is expected to be implemented by next June. Due to continuous work speed, project implementation may not be possible within the stipulated time. In this case the period may need to extend.

Meanwhile, the construction of the Lakasam - Akhaura Railway's Dual Gauge will be a record achievement for the Bangladesh Railway. There will be a new chapter in railway transportation. The Dhaka - Chittagong train journey time will be reduced by 2 to 4 hours. Traveling to Dhaka - Chittagong by train will be possible in just three and a half hours.

More Inter-city services will be started with multiple direct trains. Trains can be operated on this route with higher Excel locomotives. The number of trains will also increase and the line capacity can be increased from 32 pairs to 72 pairs. Regional and international freight transport system will be developed. If one line is closed due to train derailment, the other will run. Number of train accident will be lower. Above all, the Bangladesh Government's railway sector is likely to become a profitable institution.

Bangladesh Railway has taken a 30-year plan to bring radical changes in this sector. Meanwhile, work has been underway for the past few years since the masterplan has been taken in 2016 and the work will be finished by 2045. The master plan will be implemented under 235 projects in six phases and its cost estimated Tk 5, 53,662 crores.

The projects will be implemented on the basis of PPP (Public-Private Partnership) in addition to the domestic and foreign financial sources. India, China, ADB, JICA and several countries and donor agencies have extended their support to the railway development. They have agreed to pay for the development of the railway in easy terms.

CPCS Transcom Ltd. and E. Jane Consultants Limited are implementing the project with the Technical assistance from Asian Development Bank (ADB).

According to the Bangladesh Railway website, the first master plan for the development of the railway was made in June 2013. The master plan for a 20-year period was from 2010 to 2030. The master plan of 2006-07 was finalized by analyzing the data of 2005. The masterplan was carried out under the supervision of domestic and foreign consultants under the Department of Physical Infrastructure of the Ministry of Planning.

The masterplan included 9 major corridors and 235 projects were undertaken, whereas Bangladesh Railways comprised 90 percent. But the data of 2005 has changed a lot in terms of time. Over the past 10 years, road management has changed drastically for the transportation of passengers and goods. In the context of changing demand, the need to create a new masterplan in view of national and international needs arises.

The new master plan includes 15 major corridors of rail. They are Dhaka-Chattogram-Cox's Bazar-Deep-sea port, Chilhati-Ishwardi-Khulna to Mongla, Dhaka-Bangabandhu Bridge-Darshana and Benapole, Dhaka-Bangabandhu Bridge-Rajshahi-Rohanpur, Dhaka-Bangabandhu Bridge-Ishwardi-Parbotipur-Chilhat-Birole, Dhaka-Sylhet and Shahbazpur, Dhaka-Bangabandhu Bridge-Sirajganj/Raipur (Jamtali) -Burimari, Dhaka-Mawa-Bhanga-Jashore-Khulna-Mongla, Dhaka-Mawa-Bhanga-Jashore-Benapole, Dhaka-Mawa-Bhanga-Barishal, Dhaka-Mawa-Bhanga-Kashiani-Gopalganj-Tungipara, Dhaka-Mymensingh-Jamalpur-Tarakandi-Bangabandhu Bridge, Dhaka-Bhairabbazar-Mymensingh, Dhaka-Mawa-Jajira-Rajbari-Mowkuri -Baro Durgapur (Khaschar)-Pabna-Ishwardi, Dhaka-Paturia-Daulatdia- Mowkuri (Mizanpur) -Baro Durgapur (Khaschar)-Pabana-Ishwardi.

A total, 83 projects will be implemented in the first phase (2016-2020) of the new masterplan and its cost estimated at Tk 1, 47, 833 crores.

In the second phase (2021-2025), total projects 67 and its cost estimated Tk 1,19,680 crore. In the 3rd phase (2026-2030) cost estimated Tk 1,94,961 crore for 37 projects and Tk 82, 649 crores cost estimated for 14 projects in the 4th phase (2031-2035) while Tk 12,454 crore cost estimated for 6 projects in the 5th phases (2041-2045).

In the first phase- Construction of new railway, Conversion of old meter gauge line into dual gauge from Sylhet to Chhatak Bazar Station, Parbatipur to Kaunia Meter Gauge Railway into Dual Gauge, Chillahati to Chilahati border broad gauge line as part of increasing railway connectivity with India. Joydebpur-Mymensingh-Jamalpur railway to be converted to dual gauge, Chattogram railway station to be re-built as part of the heritage site, 200 passenger cargo and 45-meter gauge locomotive buy, etc.

In second phase - construction of express railway for Dhaka-Chattogram high-speed train, purchase of necessary equipment for the management of container terminals, overpass or flyover of existing rail crossways, Construction of overpass or flyover on existing rail crossings from Narayanganj to Dhaka to Joydebpur, Conversion of existing Luxam-Chattogram Railway into Dual Gauge, Reconstruction of existing Bhairab and Teesta rail bridges, Tongi-Bhairabazar Railway into Dual Gauge, Construction of inter-modal terminal in Chattogram, Main railway reforms in the west part of the country.

In third phase- Broad gauge coach and engine procurement, Development of equipment for the management of container terminals, Construction of Dual Gauge Double Line in Abdulpur-Portipur, Akhaura-Sylhet dual gauge double line construction, second terminal-engine construction at Faujdarhat, restoration of old coaches and engines, Construction of new Teesta Bridge and rebuilding Hardinge Bridge, etc.

In fourth phase- Conversion of meter gauge to dual gauge from Jamalpur to East side of Bangabandhu bridge and Jamalpur to Bahadurabad Ghat, Construction of 2009 km optical fiber telecommunication line, Construction of railway line in Panchagarh-Chilahati-Hatibandha route, Dhaka-Tongi subway construction, Rahanpur-Jaipurhat railway line construction, Modernization of ticketing system at 10 railway stations.

In the fifth phase- Construction of Railway Bridge in Jamuna River with Approach Rail Link to connect Bahaduraghat with Phulchari, Conversion of meter gauge to broad gauge from Lalmonirhat-Burimari and Teesta-Ramna Bazar, Modernization of ticketing system at 15 railway stations etc.

Railway director Shamsuzzaman told Daily Bangladesh work is underway regarding the 30 years masterplan. If these projects implemented then the rail sector will see radical changes and passenger service will also increase.

He added that several plans have also been taken to link the rail to the international corridor under the master plan. As per the announcement of the Prime Minister, the rail line will be made across the country. Double lines will be added in many places. The meter gauge lines will be turned into broad gauge.
 
Max Group from Bangladesh constructed most of the double line from Akhaura to Laksham (Luxam).

They might be involved in some other double line projects as well.

ERC epoxy-coated rail tie hold downs made by MAX. Most concrete rail ties and hardware are of course now locally made, though Rails themselves are still imported. Heavier duty Rails should be used instead of current lightweight 50/70 pound rail.

Please note the bold and enlarged part of your post. It is a BD company that is doing the job of double-tracking the Laksham-Akhaura part.

So what even if this project is delayed by another two years but the important point is it is our own DESHI company which is doing the double-tracking job. This is real development work even if the works are implemented with foreign money and consultancy service. We lack both.

Once a company builds a project by itself, its engineers quickly learn and will be able to do similar projects in the future. Even the company can become a Consultant someday if another DESHI company is awarded a similar project.

MAX and Abdul Monem as large Civil engg. contractors are already getting proficient in local civil works but to reach Hyundai and Samsung levels when those companies did civil works in Middle East in 70's, that will take at least a decade more, even with assistance of foreign consultants. These companies - given support by Bangladesh Govt. will inshallah gain expertise very fast.

The picture above shows an underconstruction station. The constructed track (out of 3 or 4) looks very good with the right thickness of stones/pebbles. Even the pebbles are protected by the flat blocks both sides. This is the first time I see such a thing. BD being a rain-soaked country needs that kind of protection.

But, note the height of the new underconstruction platforms at the two distant sides. They are low and so people have to use train steps to get up and into the coaches.

I do not understand why a new project should follow the very old British concept of platform height. The height should be same as the height of the coaches. The Chinese Consultant company has the right to write Specifications. Probably, it has been forced by the snob BR engineers to follow their own stupid ideas.

I am a little disappointed at this. Have I missed something in the photo?

@bluesky bhai, platform heights are standardized to match coach door heights. This has been the case in Bangladesh for quite sometime. New Bangladesh Railway coaches from India and Indonesia follow this standard. So do new platforms built in Bangladesh recently, such as that in Rajshahi and other places.


Photo in your post above does not show a completed platform, I believe. Or if it is, then the tracks should be much closer to the platform. The finished single track shown in the photo is probably a "bypass" track.

I am really not sure what this news wants to say.

This probably means that there is a development related bank in Germany ready to offer collateral-limited ot collateral-free loans to Bangladesh Railway for Railway equipment bought from Germany. However their equipment is not cheap (Siemens, MAN/Deutz engines, LHB coaches).

The Indians set up technology transfer from LHB Germany (Linke-Hofmann-Busch) at their Rail Coach Factory in Kapurthala, Punjab, which was a major success story in upgrading the standards of their coaches. That coach factory builds many of the high speed coaches for IR (up to 200 KMPH claimed speed). The speed tolerance mainly comes from advanced German design of the four wheel bogies underneath the coach.

Indians arm-twisted Hasina govt. and sold us 120 of these broad gauge coaches (supposedly their best) in 2015.

Problem with German-designed Indian product is that it is still an Indian product. Most of these coaches supplied in 2015 to BR are now falling apart.

If we take German ToT for a factory to build coaches in the country that will be more helpful to wean us off of foreign dependency on coaches than have them build actual lines for us.

We used to build coaches in this country in the eighties, but funding was withdrawn from Saidpur factory and dependency on foreign products was artificially foisted on us by our former corrupt leaders for personal gain. May these ba$tards burn in purgatory...

Taiwan or Korean quality (steel or other products) was not improved in a flash. Took years and years of course to improve.

But you have to convince your buyers in advanced countries that you can supply as good a product as these advanced countries require (compliant to DIN, British Standards, ISO etc.). Then you can charge a better price.

There are markets for substandard products too, mainly in South America and parts of Africa. Indians supply those needs very well.

I can say that nothing good can be achieved when a factory or institution is controlled by corrupt govt officials. So, if the govt is serious it should encourage and guide private enterprises to set up large factories that will repair, assemble and then produce initially the freight/goods trains and switch over to passenger coaches.

The important matter is to produce very high strength steel used to produce the Rolling Stocks. I think BD will need foreign manufacturers' technology help initially to produce them.

The rail lines and the rolling stocks look simple but are very tricky.

Why? The outer length of a railway curve is larger than the inner one. The two curves will have two different Radius of Curvature making the same segment different in lengths. So, it must be overcome by learning from foreign manufacturers.

Problem with German-designed Indian product is that it is still an Indian product. Most of these coaches supplied in 2015 to BR are now falling apart.
Germany is no novice when it is railway technology. But, when the best technology know-how arrives in this Sub-Continent its level automatically downgrades, be it India, BD, or Pakistan.

Something is wrong with our work ethics and maintaining the quality. Even the Japanese accept German technologies a little above the Japanese ones. But, when the same technology comes to India, it becomes a usual Indian product without quality. Similar things are supposed to happen in BD, too.
