Len's Contribution to Building Defense Technology Independence with Tactical Data Link (TDL)​

Bandung (18/03/2022) – Coordination between dimensions, both land, sea, and air and all combat components is the key to the success of a mission. However, the complexity of the different types of key weapon systems used, as well as the ever-changing tactical situation can complicate coordination and make it difficult to obtain an up-to-date and valid combat or situational awareness situation.


This is where a Tactical Data Link (TDL) system plays a role in supporting operational effectiveness by distributing information through radio waves and data cables equipped with certain data security standards.


President Director of PT Len Industri (Persero) Bobby Rasyidin explained, "With the spirit of defense technology independence, Len has succeeded in developing the Communication Tactical Data Link System (CTDLS) which has been used both in joint exercises and military operations in Indonesia. We call this CTDLS Link ID in the air dimension, then NCS Link ID in the sea dimension."

The development of CTDLS Link ID is against the background of the need for supervision and security that can reach all regions of the Republic of Indonesia by the Air Force. Therefore, interoperability between Air Force equipment is needed in the implementation of joint operations involving various defense equipment.

Len as the parent of the Defense Industry BUMN Holding (Indhan) DEFEND ID is consistent in building this strategic independence and competence and will continue to be developed in the future according to its needs.

"CTDLS Link ID has the function of distributing tactical data on combat information, creating a picture of the same and comprehensive combat situation between units, and improving decision-making and coordination capabilities so that military operations can be more effective with a high success rate," Bobby explained.

Since 2015, Len's CTDLS has been used in maritime patrol aircraft, the Air Force's command and control center (Puskodal), as well as several units of the Navy's KCR Ship.

CTDLS Link ID has a percentage of the Domestic Component Level (TKDN) reaching more than 50%.

This success makes Len an experienced domestic company and is very ready to build and implement the concept of an integrated defense equipment system C5ISR (Command, Control, Communication, Computer, Cyber, Intelligence, Surveillance, and Reconnaissance) according to the doctrine and defense needs of the TNI in Indonesia.

Supporting NCW's Modern Warfare Doctrine and Tactical Data Communication Sovereignty

The main difference between the modern warfare doctrine of Network Centric Warfare (NCW) and the old doctrine of Platform Centric Warfare is that all platforms/elements are connected in a data communication network, so that tactical data exchange can be carried out to create a wider, faster and more accurate situational awareness. So Len's role here is as a system integrator for all dimensions.

"The implementation of tactical data communication systems or Tactical Data Link (TDL) plays an important role in the NCW concept. A country should have its own sovereign tactical data communication system," he said.

The novelty of technology in the CTDLS Link ID system developed by Len is the existence of a new national tactical data communication protocol standard, namely Link ID.

In addition, the design of the communication system is in accordance with the needs of TNI doctrine and ease of configuration in accordance with the diversity of defense equipment owned by the TNI.

The development of CTDLS Link ID began by conducting technological research including system design, software design, hardware design, and concept definition. After that, it is continued with the implementation of the system.

CTDLS Link ID is able to integrate various types of Indonesian defense equipment populations that are diverse, both domestically made defense equipment and defense equipment originating from the Western and Eastern Bloc.


Potential types of defense equipment that can be interconnected using CTDLS Link ID and NCS Link ID include:

  • Air Force: Transport Aircraft, Heli Aircraft, UAV Aircraft, Air Raid Countermeasures, Fighters, GCI Radar
  • Navy: Frigate, Corvette, Missile Fast Boat, Patrol Boat, Fast Patrol Boat
  • TN I AD: Main battle tanks, light battle tanks, armored fighting vehicles, personnel transport vehicles, tactical command vehicles.

PT LEN Industry CMS (Combat Management System), Mandala. It is installed in Van Speijk Class frigates, including in Oswald Siahaan frigate that has VLS for Yakhoon missile.

Getting credit loan from Bank Mandiri, PTDI resumes defense equipment project ordered by Defense Ministry​

PT Dirgantara Indonesia (PTDI) received an extension and addition of non-cash loan and IGF deferred payment facilities from Bank Mandiri amounting to 297 million USD or equivalent to RP4.56 trillion.

With this credit, PTDI will continue to complete a number of defense equipment procurement projects ordered by the Ministry of Defense (Kemhan).

Among them are the completion of work on the H225M Caracal helicopter project and NC212i aircraft parts, the H225M VIP helicopter, and the work on the C-130 Hercules aircraft MRO project.

The signing of the extension and addition of credit facilities from Bank Mandiri was carried out by PTDI's Director of Finance, Risk Management, and Human Resources Wildan Arief with Senior Vice President of Government and Institutional II Group of PT Bank Mandiri Teuku Ali Usman in Jakarta on Wednesday.

PTDI appreciates Bank Mandiri for its banking support to complete projects to be carried out by PTDI ordered by the Ministry of Defense of the Republic of Indonesia.

Meanwhile, Bank Mandiri said that this cooperation is not only about business but to maintain the integrity of the Republic of Indonesia through state defense.

and Jet Investment Group SÀRL agreed to cooperate through a Memorandum of Understanding (MoU) on the Sales and Development of CN235 Aircraft. The MoU document was signed by PTDI's President Director, Gita Amperiawan and SÀRL's Chairman & CEO Jet Investment Group, Yves-Michel DELOCHE, witnessed by the Minister of Defense of the Republic of Indonesia, Prabowo Subianto, as well as ptdi's Board of Directors and Commissioners at PTDI's Fixed Wing Hangar, Bandung.

PTDI and Jet Investment Group SÀRL will work together in fulfilling the CN235 aircraft procurement plan for the next 10 (ten) years, both by Jet Investment Group SÀRL itself and potential customers of Jet Investment Group SÀRL, along with joint efforts to increase its production capacity. The CN235 aircraft is planned to be developed with a Fire Fighting configuration to fulfill forest fire suppression missions with the water bombing method above the target area, as well as a Medical Evacuation configuration, both for civilian and military needs, along with strengthening its after-sales service.

Jet Investment Group SÀRL is a Company engaged in the aircraft trade and a provider of customized solutions for financing any procurement for both Government and Corporations.

"With Jet Investment we will market together, they have a network and financing capabilities, so this will spur the expansion of PTDI's CN235 sales market. 5/ Avionics named EFD-5.5 is capable of operating according to climatic conditions in Indonesia. In terms of quality, it is clearly not inferior to foreign-made avionics. Moreover, this avionics has passed certification by the Air Force Dislambangja.

GMFI Completes Modernization of Air Force's Hercules C-130H Aircraft​

KONTAN.CO.ID - JAKARTA. PT Garuda Maintenance Facility Aero Asia Tbk (GMFI) managed to record achievements in the defense industry business segment which became a diversification of new businesses.

GMF has completed the modernization of the Hercules C-130H aircraft with tail number A-1315 within 13 months. The aircraft, which has been replaced by the Center Wing Box (CWB), was then officially handed over to the Ministry of Defense of the Republic of Indonesia and the Air Force in the C-130J A-1339 Aircraft Handover activities.

This modernization of the A-1315 aircraft included the replacement of the Center Wing Box (CWB) and some aircraft structure items. Through the CWB replacement program, the service life of the C-130H aircraft can be extended to the next 20 years.

In addition to the replacement of the CWB, GMF will also carry out an Avionic Upgrade (AUP) on the next aircraft through this Hercules phase 1 modernization program. After the A-1315, the Air Force again entrusted 7 of its C-130 aircraft for work on the CWB and AUP modernization programs until 2025, where currently 2 aircraft are in the process of being worked on at GMF.

President Director of GMF Andi Fahrurrozi said that the work on CWB is a complicated job and is the first time it has been done in Indonesia.

"From the work on the A-1315 aircraft, we have learned a lot and gained significant experience through the transfer of knowledge from the Air Force and the manufacturing party that helped us, so for the next aircraft we believe we are much better prepared and hopefully can provide more satisfactory work results," said Andi in an official statement, Wednesday (8/3).

In the process, GMF deployed 40 personnel to be involved in the first project of maintenance of this C-130H aircraft which was divided into three shifts of work. Currently, GMF is still working on the maintenance of the same type of aircraft after maintenance of the A-1315 is completed.
