KARACHI:
Pakistan has successfully launched a third power plant with the capacity of 330 megawatts on the indigenous Thar coal, helping the country to produce electricity at a significantly lower cost, cutting energy import bills and saving foreign exchange reserves.

This is the third plant on local coal (dirty fuel) operating within the mine vicinity in Tharparker district in Sindh. Accordingly, the total installed power production capacity increased to 990 megawatts on Thar coal in three-years to date.

“The project has successfully achieved commissioning, with the commercial operations date (COD) taking effect from October 1, 2022,” the Hub Power Company (Hubco) said in an announcement at the Pakistan Stock Exchange (PSX) on Friday.

Power production on Thar coal stands as the third cheapest source among as many as 124 plants operating on various fuels including gas, RLNG and oil in the country, according to the latest government merit order dated September 16, 2022.

The power production on Thar coal costs Rs4.39 per unit (kilowatts per hour) at present. This is including fuel (coal) costs at Rs3.74 per unit, according to the National Transmission and Despatch Company (NTDC).

The merit order suggests that high-speed diesel is the most expensive fuel used to produce electricity, costing Rs75.04 per unit at present. The government, however, will first fully utilise the low-cost fuel-run plants to meet local demand and only take production from other expensive plants in case demand spikes.

Earlier, the country cumulatively saved foreign exchange worth $200 million by taking 660 megawatts from Thar coal between July 2019 and February 2022, an official of Sindh Engro Coal Mining Company (SECMC) told the media in February 2022.

The latest project of 330 megawatts is owned by Thar Energy Limited (TEL). This is a joint venture between Hubco, Fauji Fertiliser Company Limited (FFC) and the China Machinery Engineering Corporation (CMEC), the announcement said.

Hubco’s share price increased 1.16% (or Rs0.80) to close at Rs69.91 with 3.42 million shares at PSX.

The previous two plants, with a cumulative capacity of 660MW on local coal, are being operated by Engro Powergen Thar (Private) Limited (EPTL). This is a joint venture among Engro Powergen, CMEC, and Habib Bank Limited (HBL).

Power production on local coal is estimated to increase to 2,600MW by the end of next year (December 2023), as other mine-mouth power projects in the pipeline come online.

While there are 13 blocks of coal in Thar, and each is of a different size, the planned production will include coal from block-I and II.

SECMC (which operates only block-II) can produce 5,800 MW of power from its block which may or may not happen. So far, companies have achieved financial close only for 2,600 MW, the company official said.

It has been learnt that due to large coal reserves, it is not necessary to utilise all Thar coal for power production and that scientists are considering converting coal into liquid and gas so other industries, including fertiliser manufacturers, can also utilise the coal.

Pakistan has 175 billion tonnes of coal reserves in Tharparkar alone, equivalent to 50 billion tonnes of oil equivalent (TOE) which is more than Saudi Arabian and Iranian oil reserves. The reserves equal to 2,000 trillion cubic feet (TCF) of gas which is 68 times higher than Pakistan’s total gas reserves.

Thar coal can meet Pakistan’s electricity demand for several centuries and, as all the coal reserves will not be utilised for power production, there could be many other uses for the excess coal.

ISLAMABAD: Prime Minister Shehbaz Sharif on Wednesday directed the authorities concerned to link the Thar Coal Mines with the country’s railway network by March 2023.

During a meeting chaired by the prime minister, it was principally decided that the project of linking Thar Coal Mines with rail network would be jointly executed by the federal and Sindh governments.

In this regard, Prime Minister Shehbaz and Sindh Chief Minister Syed Murad Ali Shah would sign a Memorandum of Understanding today (Wednesday).

The prime minister told the meeting that the development projects needed to be completed with the “Pakistan Speed” as the previous government had inflicted irreparable loss to the country during last four years.

He said the government was trying to revive the development course which the previous government had deliberately kept halted during 2018 to 2022.
“During our previous government, we accomplished the development projects within record period. What to talk of launching new development projects, the previous government halted the ongoing ones wasting the public money as a grave conspiracy,” he remarked.

He said with the linking of Thar Coal Mines with railway network, local coal would be used in power plants replacing the imported one.

Prime Minister Shehbaz Sharif said the usage of Thar coal in power plants would help save $2 billion annually.The meeting was told that after the linking of Thar Coal Mines with rail network, the local coal would be utilized not only the power plants of Jamshoro and Port Qasim but also other power plants and industries in the country to save the public money.

The prime minister instructed the authorities concerned to accelerate the work on the said project to complete it by March 2023.Federal ministers Ishaq Dar, Ahsan Iqbal, Khurram Dastgir, special assistants to PM Jahanzeb Khan, Zafaruddin Mahmood and senior officers attended the meeting. R

Two Thar Coal Block-1 power plant units reverse power transmission: Shanghai Electric​

ISLAMABAD, Nov 1 (Gwadar Pro) - Two units of the Thar Coal Power project have successfully reversed power transmission on the first run, as per a Facebook statement by Shanghai Electric on Monday.
“As a result, each section was nominally powered, and all instruments and signal indications were accurate”, the statement said.
Shanghai Electric is the sponsor of a 7.8 million tons per annum coal mine and the integrated 1,320 megawatts mine-mouth power plant projects in Block-I of Thar Coal field in Sindh province.
Reverse power transmission refers to the initial tests a power plant goes through before commissioning to examine that the installed machinery runs safely on electric power provided by the national grid (back energisation), according to experts.
Gwadar Pro learned that the power plant is at advanced stages of completion and currently undergoing various tests as per Schedule 8 of the Power Purchase Agreement (PPA). For this purpose, the plant was back energised on October 13 by connecting it with the national grid. The plant is going through 8.2 set of tests, which are required before synchronisation with the national grid. These tests will be followed by 8.3 tests upon synchronisation and post-synchronisation, after which the final pre-commissioning tests will be carried out.
The power plant, upon completion, will provide affordable electricity to four million households in Pakistan.
“We look forward to the day when the whole set of units activated and connected to the grid”, Shanghai Electric said in the statement.

The first 660-megawatt unit of Shanghai Electric 1,320 MW Thar coal-based power plant has been connected to the national grid.

The addition of low-cost electricity from indigenous resources as a good news and added that it was the fruit of the China-Pakistan Economic Corridor (CPEC) initiative.

Shanghai Electric is the sponsor of 2*660 MWs ultra-supercritical coal-fired power plants in Block-I of the Thar desert in Sindh province. The project also includes an integrated coal mine of 7.8 million tons per annum capacity.

The other 660 MW unit will also be connected to the national grid on Monday (Dec 5) after which both units will collectively start contributing 1,320 MWs electricity to the national grid.

At this stage, the power plants will start contributing electricity to the national grid for testing purposes before commencing commercial operations, a source said.

Thar coal-based 330 MW power plant achieves COD

In a key development, the 330 MW Mine-Mouth Coal-Fired Power Generation Complex (TN) located at Thar Block II in Sindh has achieved its Commercial Operations Date (COD) on February 17.

The development was shared by Hub Power Company Limited (HUBCO) in a notice to Pakistan Stock Exchange (PSX) on Friday.

“TN is a joint venture (JV) between (i) Hub Power Holdings Limited, a wholly-owned subsidiary of The Hub Power Company Limited (HUBCO); (ii) Thal Power (Private) Limited; (iii) Nova Powergen Limited; (iv) CMEC ThalNova Power Investments Limited; and (v) Descon Engineering Limited,” read the notice.

It added that the JV was formed for the purpose of establishing a 330 MW Mine-Mouth Coal-Fired Power Generation Complex at Thar Block II, District Tharparkar, Sindh, Pakistan under the China-Pakistan Economic Corridor (CPEC).

PPIB asks PQPECL to start testing Thar coal blending

“The project has successfully achieved commissioning, with the Commercial Operations Date (COD) to take effect from February 17, 2023, in terms of the Power Purchase Agreement (PPA) dated July 21, 2017 entered into between TN and the Central Power Purchasing Agency (Guarantee) Limited (CPPA-G).

“With this achievement, the collective power generation capacity of HUBCO and its group companies has increased to 3,581 MW through the plants spread over Balochistan, Punjab, Azad Jammu and Kashmir and Sindh,” the notice said.

The company said that the project will be generating low-cost energy from indigenous Thar coal thus reducing the burden on national foreign exchange resources.

“Completion of the project would have not been possible without the support extended by the Government of Pakistan, Government of Sindh, Government of China and all other private stakeholders,” it added.

Pakistan plans to quadruple its domestic coal-fired capacity to reduce power generation costs, its energy minister told Reuters, as it seeks to ease a crippling foreign-exchange crisis.

A shortage of natural gas, which accounts for over a third of the country’s power output, plunged large areas into hours of darkness last year. A surge in global prices of liquefied natural gas (LNG) after Russia’s invasion of Ukraine and an onerous economic crisis had made LNG unaffordable for Pakistan.

Earlier, the Private Power and Infrastructure Board (PPIB) announced the achievement of COD of the 1,320 MW, Shanghai project located at Thar Block-1 and implemented under the China-Pakistan Economic Corridor (CPEC).

The project developed by Thar Coal Block-1 Power Generation Co, a fully-owned subsidiary of Shanghai Electric attracted valuable foreign direct investment of $1.912 billion which is expected to generate 9 billion units of electricity per annum with anticipated savings of Rs250 billion/annum

Thar Block-1 integrated Coal Mine Power Project revolutionizes energy sector with cost-effective solutions for millions of Pakistani households​

BEIJING, Mar. 2, (APP):The Thar Block-1 Integrated Coal Mine Power Project, an open-pit coal mine with an annual lignite output of 7.8 million tons and a total capacity of 1,320 megawatts, is providing the most cost-effective energy to millions of Pakistani households.

Gul Hassan, a mining engineer with Sino Sindh Resources (Pvt.) Ltd. (SSRL) said in an interview after being named an outstanding staff member of CPEC projects by the Chinese embassy.

The Thar Block-1 project has been instrumental in transforming the lives of people in Thar, he said.

While strictly implementing safety control measures for mining, stripping, dumping, and traffic in open pit coal mines himself, Gul also translated Chinese mine management materials such as “Coal Mine Safety Regulations” into English and Urdu and organized training for 5,000 Pakistani employees cumulatively, by specialty and by post, CEN reported on Thursday.

Gul said the project management team has taken multiple measures to ensure safety, energy conservation, and emission reduction to maintain ecological balance.

It normally carries out safe production month activities, organizes hidden danger screening, regulations, and competitions, and popularizes awareness of safety and environmental responsibility. Meanwhile, a clean and beautiful Thar is being built through afforestation and environmental protection techniques.

Thar is a relatively underdeveloped area. Thar Block-1 Integrated Coal Mine Power Project has provided more than 18,000 direct employment opportunities for the locals, and Mazhar Ali Khan is one of those who, like Gul Hassan, has inspired the other staff and demonstrated the Thar spirit.

As a bridge between the National Power Control Center (NPCC) and the operation team, Mazhar Ali Khan’s work has greatly contributed to the grid connection of the power station.

When he joined Thar Coal Block-1 Power Generation (Pvt.) Ltd. in 2021 (TCB-1), Mazhar Ali worked assiduously on the initial energization of the project and also independently corresponded with the NPCC on the back-feeding and energization work.

Playing a vital role in performing all the commissioning tests on the GCB, particularly the electrical resistance test, Mazhar Ali Khan went inside the GCB’s confined chamber and stayed there for almost 5 hours.

On the 4th of this month, the power station project completed a 168-hour reliability operation test and officially achieved commercial operation on February 5.

Reflecting on the moment, Mazhar Ali could not hide his excitement. “Since the start of construction, the project has actively contributed to the local construction of Thar, and its development is changing with each passing day,” he added.

“I believe that the Thar Project will bring more vitality to the local social and economic development after its commercial operation date.”
