Because the planes could have crossed the border by mistake and PAF didn't wish to turn that mistake into an all-out war. They needed to wait for confirmation that the planes had actually attacked from our ground forces, by which time the planes had retreated back. They acted responsibly. PAF has procedures in place that they follow very strictly, and they're there for very good reasons.
