Pakistan has at least3 distinct disadvantages over India
2 of them are insurmountable:

1. India is equal to 7+ Pakistans in numbers (more wealth-wise since all of Pakistani share was stolen right at the outset) all Industry was on Indian side. all Pakistan had was agriculture in Punjab, feudals in sindh, balochistan etc (1000s of mini fiefdoms, lasting to this day). it was meant to die in its infancy and much of indian effort was directed towards that goal .
2. It is a Muslim country with an atom bomb. no one (except Arabs and Chinese will allow it to keep those)

Why would an air force DELIBERATELY keep its numbers low to 'avoid' war with an enemy which it has spanked historically, whether it was 65 or 71? In 99 PAF never jumped in. Like why? If anything, the enemy fears your PAF and SSG more than anything else. Could it be that the PAF has been over-confident in its thought process rather than 'weak' as you put it?

Some parts were made in Pakistan, some China. Sensor was imported from South Africa.

That is not entirely true. PN got the skills of under water welding which they did not have before. They also got a lot of designcomputers and software plus machinery which later came in handy with the JFT project. I think the response to your query would be multiple.
A. Ability of the Pak side to absorb the technology.
B. lack of the appropriate steel manufacturing capability to be able to make use of the machines we got.
C. the french habit of stopping designs of older boats when they build newer ones. So when Scorpene came along they wanted PN to order Scorpene or marlin which was a design on paper with its own development costs. 90bs kits were either not available or available at a price which would make it prohibitive for PN.
D. Money did change hands and one PN admiral spent time as a state guest as a result of embexzzlement with this project.However both the big parties ie Sarkozi and Zardari got away.
