There is no chance the Vixen 1000E would be intergrated on a Russian aircraft. Its kind of hysterical actually. Why would countries who operate the Gripen and have sour ties with Russia allow for their tech to be pretty much given to Russia?

First, Vixen is made by Leonardo, and Azerbaijan has extensive relations with Italian companies, and is currently negotiating for joint production of M-346s. and who said Russia will have access to the radar? Russia has nothing to do with the upgrade.

My bad. I did not read that you were referring to Azerbaijan. However, how would weapons intergration work? That would involve Russia unless you pursue European munitions. Also, i dont think SAAB would be very pleased and would probably lobby against such a move.
 
MoD revealed that in 2019 a new medium range SAM system was purchased, which I believe is the Buk-MB3K, Azerbaijan also has 3 active batteries of Buk-MBs.

It's nice to see that Azerbaijan is buying so many aircraft and land systems. Azerbaijan is quickly gaining military power. I bet the Armenians are beggining to get very worried.

Azeri brothers should also start buying navy vessels caspian sea is very rich in oil and gas if azeris don’t have navy deterrence then russians and iranians will steal resources from caspian sea mark my words
Other turkic states like uzbekistan turkmenistan and kazahstan would be interested into upgrading their capabilities as well

Coast Guard is already getting Sa'ar 72 which will feature Israel's latest anti-ship missiles, and Barak-8s, making it the only vessel in the Caspian with medium range air cover. Navy itself is considering a wide range of proposals, from France to Turkey. Navy has big interest in Milgem and Istanbul class, but financing is an issue due to Armenia, as it draws away from financing projects of the army and air force.

Correct if i am wrong but Azerbaijan is gas rich state I thought financial part wasn’t the problem but rather the will of western states to export advanced weapons

Azerbaijan is not that resource wealthy, specially compared to Arab states, Azerbaijan's defense budget is only 2 bil with 1 billion going towards procurement, and Azerbaijan generally manages to do a lot with such budget. However Navy is expensive, a single Milgem or Istanbul class will cost 300+ mil once you add the weapons and the helicopter, you are looking at a price tag of 400+ mil. Azerbaijan would need to dedicate 2 years strictly towards navy to build a sizable fleet.
 
I think Azerbaijan would do better investing in FAC-55 or MRTP-49 like fast attack crafts, especially FAC-55 has ~same firepower as MILGEM Corvettes.

TAI also offers AKSUNGUR UAV for Maritime missions soon, and they are theoretically able to carry lightweight torpedos. Instead of costly Navy and Navy aviation i would go the economic way and choose UAVs and smaller vessels with punch and focus on Air & Land Forces.

Don't know if bigger warships are that necessary for the Caspian Sea, since neither Russia or Iran have big fleets there.

All types of vessels will be purchased, Navy requires complete upgrade and fast attack crafts will also be ordered. Navy needs bigger ships to support patrol missions further in Caspian Sea for a longer period than what fast attack crafts can support. Also the only real capable fleet is the Russian fleet, Coast Guard alone can deal with all other navies with their Sa'ar 72 corvettes.
