The difference is after 9/11 and London Bombings, US or UK had no such incidents , while India faces terrorist attacks at regular intervals.

Thats the short comings of of security forces, we have internal support to Pakistan based terrorist groups as well. This vulnerability to terrorism will continue, best option is covert offense, i agree somewhat with the article. The perpetrators need a taste of their own medicine and blaming RAW and putting them on the docks is not the way. A free hand is the most feasible option.

The sad thing is, since 9/11, no powerful country in the world really needs to prove anything anymore! Just look at what the US, Israel and for sure other countries already does. Spies killing people in public, civilians from all over the world will be kidnapped and taken to countries that allow torture, even if there is no evidence that he has anything to do with terrorists. They will be imprisoned without even basic human rights and contrary to the own laws of these free and democratic countries and the newst way to get rid of people are the drone attacks, that are quieter and cheaper than a war. The public in your own country of doesn't even know that it happened, how many collateral damage it caused or if the target was a real terrorist or not, because there was never any real charge against him or any public trial with laws and the death penalty comes directly and before you even know it.

Bush started 2 wars allegedly to catch Bin Laden and destry Al Kaida and badly failed. Obama stops/will stop the wars and increased drone and intelligence attacks and finished what Bush initially wanted in hardly 4 years and with way less casualties, the problem is, he follows the same policy that the government can do what it wants and nobody don't have to justify their actions to nobody, not even to their own laws and courts.
It's difficult to say which of these ways is the better one, but this seems to be the new way that certain governments have found to fight the war on terror and a country like India will have to think about this way too!
