ISLAMABAD: Pakistan does not need financial support of Asian Development Bank if rulers really want to construct the dam and are serious to resolve water and power issues in the country, it could be built using local resources.

High-level officials of Water and Power sector believe that local resources can be used to construct very important dam of the country. They said that Asian Development Bank is trying to pressurise Pakistan to bow down in front of India as most of the people running ADB belongs to India and they have strong influence in the organisation. :blah::blah::rofl:

The sources said that it was already expected that ADB will try to exploit Pakistan in terms of funding Bhasha Dam at a certain time that it has done and now the only way to respond gracefully is not to ask them for the funding and focus on the local resources to start the project that can be done easily provided the political will was available.

It is pertinent to mention here that it has been discussed in the standing committee meeting on Water and Power the other day that ADB that earlier showed its interest and signed MoUs with Pakistan to fund Bhasha Dam Project was now using delaying tactics that resultantly was delaying the start of the project.

The sources whereas said that the government is unnecessarily delaying project that ultimately increasing its cost. The cost of the project was around $10 billion four years back and with delay the cost has increased by $2 billion or even more.

The only reason that decision-makers are interested in obtaining loans was the kickbacks as there were lesser corruption chances using the local resources to build the dam, the sources said. They said that it has become a fashion looking for World Bank and Asian Development's Bank assistance to start any project in the country.

The government, if serious to start the project, could simply launch Term Finance Certificates in the country and could generate lot of finances to start the project, experts believed.

The project could never be started if the government did not stop expecting from international financial institutions. The sources said that in the present circumstances Pakistan could not rely on Friends of Pakistan as they were too led by Asian Development Bank.

The total project cost is $12 billion and it can be completed in not less than 10 years time period. The government should launch TFCs of Rs 100 billion every year and the project will be completed easily. Earlier the government has launched successfully the TFCs to pay the circular debt of power sector that shows that people still could invest in any financial scheme launched by the government.

The sources revealed that basic work has been done on the project such as land acquisition, project design and compensation given to the effectees. Even the tender documents are ready and the government was delaying giving advertisement to award contract and starts work on this very important project.

It is also pertinent to mention here that experts have already reached the conclusion that only hydel power generation could present a long-term solution to the energy crisis looming in the country.

A country like Pakistan with a critical economic situation cannot afford generating electricity using fossil fuel. Not only the power issues could be solved by building dams in the country but dams were also very much necessary to address the water issued being faced at the moment, the sources maintained.

Well I believe If we HAVE HAD a talented and Honest Leadership . we never need to go to WB or ADB . People will always give money to govt for projects if the govt is honest and want to bring a change. if every citizen deposit 10 to 20 rupees eveyday in treasury of Pakistan all problems will be solved . So no need to go to these blood suckers like ADB and WB.

And there should b strict accountaibility in every project if someone found doing corruption deal with him/her harshly . Pakistan is full of Mineral resources and also Human resource but it lacks leadership since after the death of Quaid e Azam Muhammad ali jinnah.

May you tell what does the bowing imply what this gesture actually mean and how is this harmful to Pakistan?

Note: If bowing does n't harm anyone in any way but solve that problem of citizens whats the harm in bowing
 
Good we should follow Tit for Tat policy and keep working on delaying this project till the cost of this Dam goes upto 20 Billion$.....

The biggest problem in Pakistan is that you don't pay taxes. I have heard news of big politicians and industralists in Pakistan paying a few thousand rupees as tax.
 
The news of ADB's reluctance to fund Bhasha dam has been posted over and over for the past two days. No need to check with third rate the sources for the third rate titles, even if Pakistani, to satisfy your ego. There can be no constructive debate with such classless titles and classless colorful post by the op.

It is true where there is lots of Indian influence it is a big problem for Pakistan. Now a days it’s even easier of Hindis to taunt, tease & point figures at Pakistan because of corrupt politician & corrupt Govt. when Pak Army was running & ruling Pakistan things were different, India was day & night shitting out their dippers with fear but now it is a totally different story.

I personally like military rule for Pakistan, bcs the generals always manage to steer Pakistan into trouble..be it 1971, Afghan War or WOT.

You are wrong, we consider Musharraf, Zia, Yahya our true friends. Sure they kill a few people but thats a small price to pay in the wider strategy.

And unnecessarily blaming Indians is old tactic, reality is you are not paying taxes, your govt is refusing to implement their own promises on tax reform and the ghairatmand people just won't do their patriotic duty of paying taxes. Result - Pakistan is unable to repay their loans.

The only role India plays is we provide an excuse so that ghairatmand people can sleep well at night.

Atleast, give us that credit.
 
Indians are forgetting that they went through same situation when ADB refused to provide loans for Arrunachal pradesh project on china's opposition for the same reason that its being considered disputed territory.Its not in ADB's constitution to grant loan for projects in disputed territories unless both parties agrees.
 
Work on the Neelum-Jhelum hydropower plant in ****************** Kashmir has been suspended by a Chinese contractor after the authorities failed to release Rs 7.8 billion for the project, a media report said today.

The Chinese contractor has stopped work on various sections of the project after the authorities failed to meet a deadline for the release of the funds, The News daily quoted its sources as saying.

The report described the suspension of work as a "big blow" to the project.

The contractor has informed the Power Ministry about its inability to continue work on the 969 MW project beyond August 10, the sources said.

"It is indeed a setback for the project," said an unnamed official.

The Finance Ministry is setting up a review committee for the release of funds, the official said.

Any delay in releasing funds will virtually defeat the purpose of inducting sophisticated tunnel boring machines (TBMs) that were inaugurated by Pakistan Prime Minister Raja Pervez Ashraf during a visit to the site of the project on August 6, officials said.

The TBMs were acquired to speed up work on the main diversion tunnels and to reduce the construction period by 18 months, resulting in estimated savings of over Rs 60 billion.

Pakistan wants to complete the project before India's Kishanganga hydropower plant so that it can gain priority access to the waters of the Neelum river, a major tributary of the Jhelum river.

Ashraf formally inaugurated two German-made TBMs on August 6 following their installation at the site of the Neelum-Jhelum hydropower project.

The project was underway with assistance from Chinese and other international companies and scheduled to be completed in 2016.

The two TBMs were purchased at a cost of about Rs 19.5 billion and Neelum-Jhelum project chief executive officer Lt Gen Muhammad Zubair said the cost of the machines would be recovered in three years.

Zubair said about 40 per cent of the work had been completed though the project has been facing a shortage of funds for the past two months due to delay in the release of money from the Finance Ministry.
