Advantage India as US acts against Haqqani network

In a major boost to India's fight against terrorism, the US on Wednesday banned Haqqani Network (HQN) commander, Badruddin Haqqani. Badruddin is one of India's biggest headaches and the main suspect in the Kabul Embassy car bombing. The HQN is also believed to be the main hand behind the hotel bombing in Afghanistan in which Indian army doctors had died.

The Haqqani Network has been at the forefront of insurgent activity in Afghanistan and was also involved in the training of Lashkar-e-Toiba and Jaish-e-Mohammad militants which was responsible for many high-profile attacks in India. The HQN operates mainly in Bajore (Pakistan) and Kunar (Afghanistan), the same route used by Osama bin Laden to escape from Tora Bora. The HQN is believed to have facilitated Laden's escape.
The ban comes two days after US President Barack Obama and Prime Minister Manmohan Singh had a telephonic conversation. It is believed that India had shared its serious apprehensions of increased terrorism activities by various groups in the South Asian region, with the US president.

In its order, the US secretary of state designated HQN Commander Badruddin Haqq-ani under Executive Order 13224, which targets terrorists and those providing support to terrorists or acts of terrorism. As a result of the designation, all property subject to US jurisdiction in which Badruddin Haqqani has any interest is blocked and US persons are prohibited from engaging in any transactions with him.

The ban came just at a time when Manmohan Singh left for Kabul to talk about India's concerns relating to terror activities. Badruddin is the younger brother of Haqqani network leader Sirajuddin Haqqani ‘Khalifaji’, Nasiruddin Haqqani and son of patriach Jajaluddin Haqqani - all Specially Designated Global Terrorists by the US and listed at the United Nations 1267 Sanctions Committee.

In addition to this US ban, the United Nations 1267 Sanctions Committee's listing will require all UN member states to implement an assets freeze, a travel ban, and an arms embargo against Badruddin.
