KABUL (Reuters) – The United States has pursued a contradictory policy with regard to the Afghan war by ignoring Pakistan's role in the insurgency, the Afghan government said on Tuesday, following the leak of U.S. military documents.
The classified documents released by the organization, WikiLeaks, show current and former members of Pakistan's spy agency were actively collaborating with the Taliban in plotting attacks in Afghanistan.
On Tuesday, in its first reaction to the leak, Afghanistan's National Security Council said the United States had failed to attack the patrons and supporters of the Taliban hiding in Pakistan throughout the nine-year conflict.
"With regret ... our allies did not show necessary attention about the external support for the international terrorists ... for the regional stability and global security," the council said in a statement.
Afghanistan has long blamed Pakistan for meddling in its affairs, accusing the neighbor of plotting attacks to destabilize it. Islamabad, which has had longstanding ties to the Taliban, denies involvement in the insurgency and says it is a victim of militancy itself.
The National Security Council did not name Pakistan, but said use of terrorism as an instrument of state policy was a dangerous gamble and had to be stopped.
"Having a contradictory and vague policy against the forces who use terrorism as a tool for interference and sabotage against others, have had devastating results," it said.
At a news conference later on Tuesday, council head Rangeen Dadfar Spanta was more specific, questioning the billions of dollars in cash aid and military assistance Washington has given to Pakistan over the years.
"It is really not justifiable for the Afghan people that how come you give to one country $11 billion or more as help for reconstruction or strengthen its security or defensive forces, but from other side the very forces train terrorism," he said.
He warned that the war would not succeed unless there was a review of Afghan policy by Washington that focuses on Taliban sanctuaries and bases in Pakistan and their supporters.
Those supporting militants should be punished rather than be treated as an ally, said Spanta, who served for years as foreign minister in President Hamid Karzai's government until last year.
The White House has condemned the WikiLeaks disclosures, saying it could threaten national security. Pakistan said leaking unprocessed reports from the battlefield was irresponsible.
The documents numbering tens of thousands also said that coalition troops had killed hundreds of Afghan civilians in unreported incidents and often sought to cover up the mistakes that have shaken up confidence in the war effort among many in Afghanistan.
On Monday, the Afghan government said it had spoken in private and in public meetings with its Western allies about the need to stop civilian deaths.
"In the past nine years (since Taliban's fall) thousands of citizens of Afghanistan and from our ally countries have become victimised," it said.

The Afghans were manufacturing evidence implicating the ISI out of thin air, and presented fantastic accounts that had no connection to reality, and now they act surprised about the fact that US intelligence did not take them seriously?


During the period covered by these reports, I sat in on one of the first national workshops of the Afghan reconciliation commission, headed by former president, Sebghatullah Mojadedi. Provincial police chiefs and governors and other officials split into small groups to discuss the causes of ongoing conflict. Encouraged by Mojadedi himself, every single working group fed back the conclusion that Pakistani ISI interference was the prime cause of conflict in the country.

This was more an article of faith than an empirical finding. Assembled Afghan officialdom simply worked on the basis that Pakistan had supported the Taliban, was opposed to the post-Taliban set-up and must be behind any resistance to this new setup.

In an even more blatant fashion, while visiting one of the Afghan provinces bordering Pakistan I asked the provincial intelligence chief to explain his role. He described his main function as being to inculcate in the people of the province a belief that Pakistan could never tolerate a stable Afghanistan, so that they would always be on their guard to check ISI interference.

The point is that Afghanistan and Pakistan are countries with a complex history of interdependence. Although most of Afghanistan's trade comes through Pakistan and Pakistan was the main place of refuge for Afghan refugees during the 1980s, the most popular way of establishing credentials as an Afghan nationalist has long been to denounce Pakistan as the enemy.

Perhaps if these people stop deliberately spreading hatred about Pakistan amongst their citizens, they would realize why the BS they served to US intelligence did not count for much, and the region would be a much happier place.

Right, and afghanistan is totally innocent, theres no people like Fazlullah or Brahamdagh Bugti ( btw afghanistan shelters this man openly) operating in their country threatening Pakistan. They're being hypocrites about this whole thing.

They do no such thing, what they do "highlight" is the the bias of a large number of individuals feeding such reports to US intel. The article itslef reflects poor writing skills, after all, what kinds of reports "show" any damn thing.
 
Hamid Karzai just letting home hot exhaust to gain media attention in the light of Wikileaks "revelation".

These reports have relevaled nothing new, they were in possesion and written by American officals. Wikileaks just bought it in public spot light. He must be reading too much RediffNews and forgetting that we are strategic partners in WOT and Afghan war. Karazai needs to stop taking wikileaks as "genesis" of WOT. This DF was not even capable to control his own palace.

Not even that, on one hand he is taking the leaked reports as his source and still forgot the fact that how the report talks about the civilian deaths. And yes! he fails to condemn the NATO authorities over the countless deaths. What a buffoon, another in the long list of lets bash Pakistan for our incompetence.

Well it's quite simple.Pakistan has a strong military with strong Army, Air Force and Navy along with Strategic Nuclear Command where as Karzai has control of Poppy Opium Strategic Command only.The only country that can hit is US and they won't hit us as we are cooperating with them already.Even Drone Strikes intel is provided by us.
