Are East Asians inherently more neat and tidy than South Asians?

Do you think east asians have some disposition to maintain order and cleanliness both in the private and public sphere, unlike south asian people? Just a glance at the streets of major cities and even rural areas make one wonder. Let us casually examine a case wherein we control for variables like economics, education and standard of living that doubtless contribute to the differences.

We shall look at thimphu, capital city of bhutan- a country located geographically in south asia, and among the poorer nations even by south asian standards (which is saying a lot). Bhutanese people scrape a living and don't have much going for it economically partly because india has imprisoned them and blocked interactions with outside world, so their economic and other indicators are just like other turd world south asians.

But there is one major difference. They are not ethnically south asian people, but part of the east asian mongoloid race similar to people of xizang. Their customs, values and way of living is actually very different to those encroaching their southern borders. Hence the major difference that can be isolated is race and its related cultural/genetic attributes.

There is growing evidence within the scientific community that differences in behaviour between races may be genetic. The research keeps getting hushed up because nobody wants to deal with the controversy.

Nothing which impacts reason and logic.

Behavioral differences do exist. White race tends to be more homosexual and brown folk are aggressive and passionate. But this is all superficial.

But people say these differences are due to "culture" as if cultures are created by accident. What if culture is determined by genes?
 
I would say more organized in general.The countries with smaller population density are noticeably cleaner.Wouldn't add china to the list though.Notorious as dirty and bad tourists.While the japanese are superb tourists and were voted best football fans because they cleaned up everything in their seats in bags before leaving game.Its more of a cultural thing than racial imo -though race may influence culture in some way..we don't have research on that.
 
its more cultural than racial.. an Indian born and brought up in USA(not in a ghetto, white neighbourhood), will behave like white american in his behaviour.
chinese mongoloid behave like 'subhumans' OP mentioned, sometimes worse.
 
I don't think so. I think it has to do with society and culture. There are isolated places in Pakistan that are kept quite clean.

Also if you look at a lot of East Asian communities in countries outside of East Asia a lot of them live in messy environments. I don't think it reflects race it just reflects social and cultural factors. The Indus civilization is thought to be a very tidy one, with a well thought out waste management system, but today due to mismanagement in government the children of that civilization live in messy environments.

I believe that both 'culture' and 'genes' are determined by the environment in which one lives. I have been living in New Delhi for the past 11 months and, well some parts are really puke-inducing, but there are also a lot of posh places too. With all the South Asians living in the West, do you think all of them...or at least the tourists go around spilling garbage?

There is not even the notion of human "races" among the modern scientific community.
