Even Indonesia with it's Trillion dollar economy doesn't have Tor , Pantsyir and S300
I think it depends on the priorities set by the country. I mean throughout the 50s and early 60s, Indonesia was an impoverished country but the focus at that time was confrontations against the Dutch and British. So it possessed strategic bombers, long range AA missile, cruisers and submarines.

Nowadays Indonesia focuses more on its economy. Its defense budget accounts for less than 1% of its GDP yet it is spending hundreds of billions in infrastructure. If Indonesia spends 4-5% of its GDP for defense, that alone would be around 40-50 billions usd, surely TOR and S300 will become affordable at that point.
 
That's acceptable, one must see Azerbaijan is not big country, the same with Armenian (Az had 10 million plus people and Armenian Artsakh had around 3,1 million people) by all means the number of troops they can deploy in the area of around 11,000 km square is very limited. Don't put big and massive country perspective like us into their.

Azerbaijan has 7 million compared to Armenia 3.3 million.



Artsakh itself has about 150,000


So roughly twice as many people.

Its not only UAVs.
Azeri forces are Better trained and more motivated. Even without UAVs Azerbaijan would have won it. Yes it may have not been so fast. Giving all credit to UAVs is not right.
Armenians surprised Azeri back in the 1990s and they were not lacking in fighting capacity in the present either.

Azeri can be credited for learning from Turkey and incorporating UAVs in its armed forces to redefine methods of warfare in the region. Azeri surprised Armenians this time.

UAVs are useful but they are not exclusive to one country. Hell, even Syria has Orlan drones and Syria is far less armed compared to Armenia.

While Armenians were recruited in the Soviet union as soldiers, Azeris were, by state policy, kept as far away as possible from the military. This is why at independence Armenia was able to trounce Azerbaijan. However, once the Azerbaijans developed their own military over time, they obviously were able to use their resources, manpower and friends to build a more powerful army.
 
Only an insane or biased person would indulge in such an illogical and useless discussion of who first started shelling this time or that time. if a country of belligerent bigots (i.e. Armenians) is in consistent aggression by illegally occupying a big chunk of another country (Azerbaijan) for last thirty years in continued violation of UN SC resolutions, it's no brainier to figure out who is the evil party. What would you expect from the grieved party (i.e. Azeris)? Wait for another thirty years of talks which would go nowhere? Azerbaijan has all the right to liberate its territory from illegal Armenian occupation. For that, Azeris have the right to choose the timing, front, and mode of operation of their liking. As long as Armenians are illegally occupying Azeri lands in clear and continued voilation of UNSC resolutions, they are aggressors and entitled to no rights. A rogue aggressor nation have no rights in a civilized world. They can cry as much as they can and that's what Armenians are doing.

More powerful army does not necessarily mean victories. Persians were defeated by Greeks. Ottomans were defeated by Venetians. Arabs were defeated by Israelis.
so who is optical sensor supplier for Iran?

I think they buy from China. Chinese EO are top notch.
