How can you invite tenders when there is only one manufacturer and the product has already been selected

There are legislative requirements to do so.
Stupid requirements. Designed specifically to allow corruption and kick backs.

While the requirement to call for public tender is designed to offer transparency, inviting uncompetitive tenders does open up room for corruption.
Having said that, sometimes inviting "competitive" tenders is pointless when the military wants to procure unique weapons.

Corruption for buying ammo and accessories? Sometimes tender is just formality when they already select the product during evaluation or sign G2G contract. Just like BAF's AAM, AShM tender for the Mig-29 or BN's QW-18 MANPAD. These tenders are only for ammo and accessories. So that means Alcotan-100 was already selected.
I can't remember the name but dew years ago there was report by Army Recognition about another system, probably polish. Army was interested in it, all i can remember it has anti-personnel munition. I think Alcotan-100 is part of that program. Unlike Alcotan-100 that system is reusable but overall inferior. Let's not respond to bal-paknas who are clueless about our procurement process.

India bought Carl Gustav why not BD buy those?? Is Alcotan better than those??
Btw PA have already bought Alcotan in numbers.

Does PA have bad experience with it? Is Carl Gustav superior for any reason?
Both excellent systems - the alcotan was one of the first to introduce a projectile calculator system that (as long as the target made no change in velocity) would ensure a hit. It is possible that the Indian gustav has it now too.

PA bought those after testing several other weapons, it seems that they liked the performance of Alcotan system due to its several capabilities including capability of firing the weapon from concealed area.

What kinda dumb question is that? 
Did Pakistan buy Mi-35 because India bought those too? Anyway, judging by the simulator, either army bought those or will buy. Though according to 2018's report we already bought those.What do you think? Reusable launcher with multiple types of ammo to hit target at 2 km range or single use launcher with three types of ammo to hit target at 1 km range?

Alcotan 100 has a computerised fire control system unlike Carl Gustaf's. The single use launcher is more suitable for behind enemy line deep insertion operations (air dropped or long trek operations).
Carl Gustaf is more suitable for regular infantry operations where you have the luxury of wasting ammo and carrying around an empty launcher.
As for full picture, there are various lobby groups and circles within and outside of the military who benefit from procurement decisions. Sometimes such single source procurement decisions are made purely based on merit while in other cases they are influenced by ulterior motives.

Sorry to say this, and I mean this as an objective assessment, but Pakistan is the nation most mentally enslaved by India, not BD. Everything you guys do or say is directly or indirectly linked with India obsession. Your corrupt military and intelligence repeatedly hurt and betray your nation but you guys suck it up and worship them because they have gotten you hooked to the India-centric hallucinogen while they suck you dry.
You visit a BD thread and the first thought that appears in your head is about India - the paranoia is real. 70+ years on and India still occupies territory that you claim to be yours despite spending like crazy on a corrupt military while the economy remains in the gutter - yet you label others as slaves.
You are just jealous that BD is not eating away at itself with India obsession like Pakistan hence you make such comments.
