Bangladesh ranks 4th largest clothing exporter in world - WTO

In USA pakistan enjoys more trade preferences than BD. Quota regime has long been gone. You probably in a deep sleep for a long long time.

Your industry should start using German machineries instead of Chinese, only then you should be able to compete in quality textile goods. That is what our indsutry is doing now.

Under EU's new GSP scheme, BD is allowed duty free exports being a least developed country.

US and Japan also have similar treatment for BD textile exports.

India, China and Pakistan are not inlcuded in the defination of least developed countries in Asia and these countries are not given same TOT as given to BD.

Duty-free access to India meaningless – Experts
March 29, 2010 (Bangladesh)

The Bangladesh government and clothing trade bodies have requested the Indian government to lift the quota on exports of ready-made garments to India from Bangladesh, since it is not benefiting Bangladesh.

In September 2008, India had permitted Bangladesh to export eight million pieces of garments duty-free to India in a financial year, with the purpose to balance the trade gap between the two countries.

But according to experts, the good intentions never translated in to action, despite there being a good demand for Bangladeshi goods for the reason that, India imposed eight percent countervailing duty and a four percent special additional duty.

This made the landing cost of Bangladeshi clothing very costly in India and completely negated the impact of duty-free access, due to which Bangladesh has been able to ship only 50 percent of the eight million pieces quota.

They are also of the opinion that exports under the tariff rate quota (TRQ) involve long procedures, which sometimes discourages exporters and advice that, if India really wants to make the offer meaningful, it must relax rules.

At a recently held meeting it was decided that, Bangladesh would explain its current position vis-à-vis the TRQ and then request India to remove the ceiling on Bangladeshi exports of clothing to that country.

Europe does provide duty free access to BD products (EBA - everything but arms). So does Canada, Australia and China. These were done through intense economic diplomacy. They did not come free. Heard of the slogan "Trade no Aid" invented by Bangladesh. I saw even your president used the same slogan last time he visited Europe.

BD pays more taxes than Pakistan in these market. Yet Pakistan is falling behind.

We intentionally keep ourself in LDC as it brought immense benifit for our poors.

Yah, one day BD will become richer. Then we will remind that this garment sector made us richer.

Most of today's rich countries started with labour intensive industries. USA also built up its monetary capital by exporting food, silk and cotton to europe. Japan also started with exporting raw silk to europe, and then with garments. Countries like Korea and China also started with this cheap and labour intensive sector.

However, they have shifted to other sectors when their labours became expensive and their currency as well. In case of BD, it is only God who is helping right now. There is no new competitor yet in the market, and our currency remains weak. However, we are not ready to face these kinds of challenge because we have not yet prepared ourselves with a more technology intensive sectors.

Shipbuilding and drugs are two bright spots, which, I hope, will pull us forward in case of a new competitor in garments and if the currency becomes strong. But, to face any future challenge, we must build new power plants and secure energy, may it be gas, oil or coal. Without a more infusion of power further industrialization is not possible.
