Civil Aviation Authority (CAA) has busted a network, consisting of employees of license branch, allegedly involved in fake pilots’ licenses scandal.


According to details, the CAA employees used to receive millions of rupees from each pilot and allowed another person to appear in the CAA licensing exams, including commercial/airline transport pilot license (CPL/ATPL).

CAA sources have disclosed that the authority has acquired remand of some of the license branch employees while the scope of the investigation will be expanded after registering an FIR against the involved employees.

Last month, CAA decided to outsource licensing exams of pilots to the United Kingdom’s Aviation Authority as part of the measures taken to allay concerns of the global aviation industry on the issue of alleged fake licenses of Pakistani pilots.
All CAA licensing exams, CPL/ATPL, remain suspended since June last year after Aviation Minister, Ghulam Sarwar Khan, on the floor of the National Assembly, while presenting the preliminary findings of the PK-8303 crash, revealed that most PIA pilots possessed fake licenses.


After this startling revelation, European Union Aviation Safety Agency (EASA), had suspended PIA’s authorization to operate in European Union member countries for six months.

Towards the end of December last year, EASA refused to allow PIA to resume its flight operations to and from European countries and extended the ban for another three months.

KARACHI: Federal Investigation Agency (FIA) has arrested the second pilot from Islamabad in fake pilots’ licence scandal, ARY News reported on Tuesday.

As per details, FIA has arrested a pilot named Fahad Sultan who was trying to flee to the United Kingdom on a UK passport from New Islamabad International Airport.

According to FIA Deputy Director Rauf Sheikh, Fahad was arrested as he was nominated in fake pilots’ licence scandal case.

Pilot Fahad Sheikh has been shifted to Islamabad from Karachi, said FIA deputy director. Rauf Sheikh said that federal investigation agency is conducting raids for the arrest of other suspects in licence scandal.
The accused was allegedly involved in the issuance of Commercial Pilot Licence (CPL) and Airline Transport Pilot Licence (ATPL) by CAA on the basis of fake pilot licence exams.

Furthermore, the Civil Aviation Authority (CAA) has unearthed a network -comprising of its employees and some pilots- allegedly involved in the fake pilots’ licenses scam.

According to sources, the CAA is carrying out raids for two accused allegedly involved in the scam after it has emerged that some of the aviation employees were using their frontmen to collect money for the fake licenses.

They said that license branch employees allegedly received hundreds of thousands of rupees from each pilot for a paper and in return, another person was allowed to sit in place of the pilot.

“The CAA has acquired remand of some of the license branch officials and pilots,” they said adding that the span of the investigations has been expanded. “It has also been decided to register FIRs against these elements,” the sources said.

CAA to Adopt UK-Inspired Pilot Licensing System

The Civil Aviation Authority (CAA) has, in principle, decided to introduce a new licensing system inspired by the UK model for pilots in order to end the irregularities in the issuance of aviation licenses.


According to an inside source, the CAA has prepared a summary in this regard that will be tabled before the federal cabinet at its next meeting on Tuesday.

The CAA is convinced that the introduction of the new licensing system for the conducting of pilots’ examinations and other processes will improve its reputation and will also make the licenses of Pakistani pilots valid around the world.

The new system will also help to maintain transparency and will assist Pakistan by addressing the concerns of the International Civil Aviation Organization (ICAO).
The CAA intends to link the pilots’ examinations and the licensing system to the National Database and Registration Authority’s (NADRA) bio-metric system.

CAA’s talks with the British Civil Aviation Authority for the adoption of the system to ensure global standards and transparency are in the final stages.
The Deputy Director General (DG) Regulatory, Shafi Dar, has had a couple of online sessions via video link with the British authorities and was assured of their complete assistance with the new licensing system.

While ago I meet few PIA pilots and I was shocked and surprise ...how the hell they pass the exam and get the license ... they were literally acting like Nargis drama crowd ...
 
This is an excellent development. We were thrashed & personally myself was reprimanded by few members on forum as well as S.M for defending CAA's action but it had to be done to ensure reforms in the procedures.

There are better ways to do this.

What you are saying doesn't work in our society. If it was not done it would have been suicidal for passengers.
Now it is time to get rid of all the Mushahid Ullah's ( the used to be porter in PIA appointed on political basis) in the rest of the work force.

Her majesty has long been inspiring our elite . Why not adopt the u.s model ?
 
FAKE LICENSE was and is a freaking STUPID term and have caused us disgrace through out the world, our aviation minister and his advisors should be kicked in the balls for that.

what used to happen was that in certain theory papers they used to payoff to either

a. know answers before hand
b. had someone else to sit for them

there are more than 12 theory paper if i am not wrong, than there are practical exams as well, it's not like you are giving controls of a freaking plane to a 12 years old kid, the term coined FAKE LICENSE implies exactly that

now is that cheating on theory exam right? NO hell NO! but it's something of an internal freaking issue to be sorted out NOT to be made a freaking public show, it's just like saying FAKE MBBS doctor on the same ground because a doctor back in his anatomy exam decided to pull some favors

No.. The term fake license implies that the license was procured by cutting corners and skipping steps , Which is exactly what happened

No one really thinks people who had never seen a cockpit were allowed to fly but what is clear is that undertrained and under qualified people were allowed to fly.

And yes if a doctor has someone else write a test for him or pay to pass then he would be a FAKE MBBS... Why tf would that be even remotely acceptable

Would you be fine with having surgery with such a doctor?... "Oh well he only skipped a couple of exams and classes , it's not like he doesn't know anything"

Would you be fine with flying with a pilot who faked his credentials...? "Oh well he only skipped the bad weather course and today its sunny outside so it should be just fine"

Professions like these deserve extra scrutiny not excuses and if that comes at the cost of some momentary embarrassment then so be it, There's plenty of airlines around the world that had appalling safety records and were thought of as death traps but slowly improved their image by cleaning house and adhering to the highest standards
